Overview:

Workforce Analyssis Human Resources Professional

 

DNI Emerging Technologies is looking for a team of Federal Workforce Analysis Experts to provide workforce analysis, project management, policy review, strategic foresight, deliver a 5-year Strategic Workforce Plan, Workforce analysis – current and future state, and other support services in several different areas of work for the Department of the Interior (DOI), Office of Surface Mining and Reclamation (OSMRE). Tasks shall include: SWOT analysis, conducting market research, workforce data modules for each OSMRE Regional Directorate to include recommended positions, skills and competency profiles, mission critical occupation inventory to deliver a strategic workforce position management plan to drive in establishing OSMRE as an attractive place to work, improving future human capital actions including best practices for Diversity, Equity, Inclusion, and Accessibility (DEIA), recruitment program policy development, and assisting OSMRE strategic planning decisions. These tasks should be based on demographic data and reports related to OSMRE’s regulatory and policy making missions under appropriations of Title IV and V as they related to the current state of hiring for positions in the Federal sector.

Responsibilities:
  • Data Collection and Analysis: Gathering workforce data and analyzing it using software tools to identify trends, patterns, and correlations1.
  • Workforce Planning: Assisting in developing short-term and long-term workforce plans aligned with organizational goals. This involves demand forecasting and scenario planning1.
  • Additionally, these professionals may be involved in competency modeling, understanding demographic and employment trends, and ensuring compliance with merit system principles and regulations
Qualifications:
  • A. or equivalent (BA or MBA in business field that use business study methods and HR policy writing)
  • Primarily remote, but some travel may be required.
  • At least 10 years of relevant experience working on federal contracts
  • Demonstrate expertise and experience writing, reviewing, and implementing HR policies
  • Demonstrate ability to develop long term and short term strategic workforce plans
  • Expert ability to analyze policies and identify, document, and communicate related policy issues
  • Ability to develop standard operation plans, directives, and white papers
  • Experience conducting workforce analyses for agencies similar to OSMRE both in terms of the nature of the work (e.g., environmental specialist, grant management specialist, etc.) and the size of the workforce (e.g., small federal agency) is required.
  • Familiarity with pertinent executive and legislative requirements is essential (e.g., Surface Mining Control and Reclamation Act 1977 (SMCRA Title 4& Title 5), Bipartisan Infrastructure Law (BIL), Executive Order 14035 (DEIA))
  • Must have subject matter expertise in the professional fields of practice needed to empirically and rigorously assess federal workforces along the dimensions (e.g., organizational development, human resources, leadership development, change management, industrial/organizational psychology, etc.).
