Job Title: Director of Procurement Services

Job Overview:

The Director of Procurement Services is accountable for collaborating with functional leaders in the organization to identify, evaluate and select vendors to contract in support of at Company. The Director establishes an efficient, high-quality, and timely generation of capabilities, feasibility, and proposal responses for multiple service types. In conjunction with functional staff or independently, leads initiatives and/or process improvements to maximize the quality of the vendor activities and internal Company staff. Leads activities and reviews with vendors as it relates to the contracts, overall service quality, governance level reviews with preferred vendors, and any deviation from contractual and/or expected performance. Collaborates with Quality Assurance, Legal, and other departments to establish or perform quality reviews and customer satisfaction evaluations on vendor performance.

Job Duties and Responsibilities:

  • Define and manage identification and selection process for vendor services for all vendor types required for use by Company functions/teams collaborating with functional leaders or independently.
  • Ensure the efficient, high *quality, accurate, and timely evaluation and summary report of vendor capabilities and qualifications.
  • Establish timelines and contract review process guidelines for all proposals and awarded projects, as needed, to ensure appropriate and timely vendor participation and no delay to startup project/vendor activities.
  • Collecting details and defining contract requirements, leading the coaching of Company staff on contractual details, managing contracts, and establishing the channel with clients on vendor performance.
  • Supports the contract review process through legal review and initiates the formal handoff/transition of the contract oversight to the project PM or business owner.
  • Determine, in partnership with other stakeholders, applicable legal, ethical, and regulatory guidelines for the provision of requested services for inclusion in contract language.
  • Coordinate MSA negotiations and quality systems audits of vendors and suppliers with appropriate internal stakeholders, including development and review task orders and technical or quality agreements, providing timelines and confirming with PM staff.
  • Negotiate payment terms, rate cards, fees, and rebates with vendors and suppliers.
  • Prepare and analyze vendor performance metrics to support ongoing evaluations of vendor timeliness, cost, and quality. Evaluate and report or escalate vendor issues to senior management and QA management leadership for evaluation as required.
  • Manage escalation meetings with vendors related to contract terms and remedies where vendor performance is not in line with performance expectations.
  • Receive and evaluate with internal stakeholders and vendors any changes in scope with internal staff to advise teams prior to escalation with vendors.
  • Provide leadership, training, and supervision to Procurement team members, Proposals, Contracts, Clinical Development, and Global Sales in the area of outsourcing and vendor management.
  • Act as an expert resource to internal and external customers on suppliers and vendor selection, contracting, and issue escalation processes.
  • Participate in cross-functional review teams empowered to improve the efficiency and quality of service delivery.
  • Lead customer service feedback forums to define trending and performance metrics reviews.

Conduct quarterly vendor evaluations/reviews with contracted suppliers on the partnership model.

Supervisory Responsibilities:

Supervises Global Vendor Managers and other departmental staff support, as required. Provides work direction, including organization, management, request, and review of contracts. Recruits, trains, develops and manages the performance of the departmental staff. Responsible for the overall direction, coordination, and evaluation of staff.

  • Life sciences or healthcare industry experience
  • Licenses & Certifications
  • Certified Procurement Manager or equivalent desirable but not required
  • Certification may be required as organizational growth continues

  • Capabilities
  • Excellent Technology Skills: Advanced experience with Microsoft Excel and Word. Able to create spreadsheets using complex formulas. Able to link data and spreadsheets. Ability to interpret and understand macros a plus. Navigate MS Excel, customize Excel-driven formulas and trace dependencies, format Word documents and utilize Adobe PDF for submission finalization.
  • Proofreading and Analytical Skills: Consistently produces complete and accurate spreadsheets and budgets. Consistently provides thorough and detailed reviews and feedback.
  • Able to work at a computer for more than 6 hours daily.
  • Home based and ability to travel required
