Your missions

Overview:

PCI Government Services is looking to hire an experienced Construction Workforce Development Subject Matter Expert (SME) to evaluate aspects of financial support agreements for the National Institute of Standards and Technology (NIST).  These agreements pertain to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) for America Act, which aims to strengthen and revitalize the U.S. position in semiconductor research, development, and manufacturing.

 

NIST’s roles under the CHIPS Act are as financial stewards of the CHIPS Incentives Program and as scientific leaders for the CHIPS R&D Program. In executing these programs, the CHIPS program is required to meet aggressive deadlines to issue funding announcements, set application deadlines, and issue decisions on awards, with varying timelines associated with various programs. NIST requires an integrated approach for program administration across the grants and projects lifecycle, including consistent processes, program management and on-going support.

 

This SME is responsible for reviewing applicant project plans to ensure they are sufficient. 

Responsibilities:
  • Write reports on the best practices in construction for semiconductor facilities.
  • Evaluate project readiness levels and quality of construction plans and project scope.
  • Review Integrated Project schedules, including key milestones and potential roadblocks or critical dependencies.
  • Assess Project Cost estimates. 
  • Evaluate plans for managing potential construction-related issues (e.g. workforce challenges), including proposed mitigation activities.
  • Review Engineering, Procurement, and Construction (EPC) contracts or other third-party construction or operations contracts in support of the project. 
  • Monitor key risks within individual projects at decision points and on a regular basis during the planning, construction, start-up, and operating phases of the project.  
  • Provide independent verification of viability and achievability of construction aspects of proposed projects.
  • Recommend various stress tests to determine sufficiency of project plans, assess project execution risks, and suggest potential risk mitigation measures.
  • Assess various aspects of project risk including but not limited to site characteristics, utilities usage, contracts, supply chain, equipment reliability, construction completion testing, interconnection to the utilities, startup, operations, and maintenance.
  • Provide regular data reporting and analytics to leadership team as requested.
  • Able to build solid relationships with team members, vendors, and customers.
  • Other duties as assigned.
Qualifications:
  • Construction management, building science, engineering degree or equivalent experience is required
  • Advanced experience in Microsoft Office applications and project management software
  • Proven work experience in construction as a project manager with technical knowledge, project management; administrative and construction processes
  • Overall working knowledge of construction processes to identify issues as well as be able to develop resolution of the issues.
  • Working knowledge of the construction contracts, permitting and project scheduling
  • Ability to manage time effectively to manage multiple projects concurrently
  • Outstanding communication and negotiation skills
  • Project cost tracking, estimating, bidding and budgets experience
  • Strong leadership and management skills with ability to oversee multiple projects
Pay Range: USD $180,000.00 - USD $200,000.00 /Yr. EEO:
