Knowesis is seeking a Program Evaluator to work in a dynamic and team-based environment in support of the HQDA DCS-G9 Soldier and Family Readiness Division’s program evaluation activities. This role will be supporting within the Soldier and Family Readiness Division and will operate under the oversight of Government Task Leads (GTLs) from the Defense Center of Public Health – Aberdeen, Health Promotion and Wellness, Public Health Assessment Division and of DCS-G9 Soldier and Family Readiness Division and other government staff.

To be eligible for this position, candidates must have the ability to obtain a Public Trust clearance and possess U.S. Citizenship without the need for sponsorship, both now and in the future. Applicants without proof of U.S. Citizenship will not be considered.

The Job Duties and Responsibilities include but are not limited to the following:

  • Consult on various topics including but not limited to public health theory and practice and program evaluation, planning, and implementation.
  • Contribute to the planning and execution of project activities and tasks throughout the project lifecycle.
  • Contribute to project discussions and complete assigned tasks while leveraging previous evaluation/assessment experience and knowledge of applicable scientific literature and best practices.
  • Provide technical assistance with various tasks to include:
    o Logic model development and revision
    o Project scoping and study design
    o Development of data collection tools
    o Data management
  • Support quantitative and/or qualitative data collection, analysis, and interpretation.
  • Contribute to deliverable development (e.g., technical reports, information, and white papers, briefing slide decks, and other summary documents).
  • Translate results from various scientific sources into findings that can be understood by both scientific and non-scientific audiences.
  • Develop actionable recommendations for varied relevant stakeholders (e.g., program managers and staff, decision-makers, etc).
  • Ensure that assigned tasks conform to expectations outlined by the GTL and all applicable regulations, policies, and processes. All work should be scientifically sound and of the highest quality.
  • Travel is required for this position.

Required Qualifications:

  • Knowledge of program evaluation practices, including logic model development, formative and summative evaluation, program evaluation frameworks, and evaluation design, preferably in a public health context
  • Skill in data collection tool development, data management, analysis, and reporting (quantitative and/or qualitative), particularly in the area of health behaviors and health attitudes
  • Advanced expertise and experience managing and analyzing quantitative and/or qualitative data using two or more relevant specialized analytic software packages (e.g. R, SAS, SPSS, STATA, NVivo, ATLAS.ti)
  • Skill in developing and executing mixed and/or multi methods (qualitative and quantitative) projects
  • Ability to prepare and present evaluation results in a manner that increases the likelihood that they will be used and accepted by a diverse group of stakeholders
  • Skill in working with teammates and stakeholders to develop feasible and actionable recommendations
  • Excellent written and verbal communications skills

  • Experience as a program evaluator with community health, wellness, and/or quality of life programs, policies, or practices for 2 years or more. Significant data management and statistical duties
  • Knowledge of and experience applying health behavior theory is required. Experience documenting evaluation study findings for various audiences (both scientific and non-scientific).Strong technical and writing skills required
  • Experience ethically collecting data from human subjects and in navigating human subjects reviews (e.g., IRB)
  • A minimum of four years of experience as a program evaluator with public health, community health, wellness, and/or quality of life programs, policies, or practices with significant evaluation development, planning, execution, data management, and analytic duties
  • A minimum of four years of experience with quantitative and/or qualitative study design and execution, particularly in the area of health behaviors and health attitudes. to include:
    o Development of data collection tools (surveys and/or qualitative instruments),
    o Data collection (survey administration and/or interview and focus group facilitation),
    o Data management,
    o Analysis (e.g., statistical analyses and/or qualitative data coding and theme development), and reporting
  • Knowledge of military culture, traditions, and organization preferred 

Required Education:

  • Masters in public health, community health, evaluation, health behavior, psychology, or a related social science with a minimum of eight years working in an applied (non-academic) setting OR Doctoral degree in relevant field with a minimum of three years working in an applied (non-academic) setting is required.
