Your missions

Chemonics is seeking prospective Finance and Operations Director candidates for the anticipated 5-year, USAID/Ukraine Flagship Mental Health Activity. This is not an open position, once a proposal is awarded and a position becomes available, all applicants must apply to be considered for the role. The position will be based in Kyiv, Ukraine or will require travel to Kyiv. This activity is valued at $50-$99.99 million and aims to support the Government of Ukraine in accelerating development of a modern, evidence-informed, integrated mental health system at all levels. This system will foster enhanced accountability, efficiency, and transparency to effectively address the evolving mental health challenges faced by Ukrainians amidst Russia’s full-scale war against Ukraine, and during its recovery. This activity is currently on the USAID business forecast with an anticipated solicitation release date of July 15, 2024. 

Responsibilities

Under the guidance of the Chief of Party, the Finance & Operations Director will be responsible for the following duties:

  • Oversee the project’s day-to-day activities, managing the operations and finance teams, and working closely with the technical team to support efficient coordination and timely implementation of activities.
  • Track and report monthly and quarterly on project financial management and performance.
  • Ensure compliance with U.S. government regulations, Chemonics’ corporate policies, and the laws of the Government of Ukraine.
  • Other tasks as needed in support of project implementation.

Qualifications

  • Master’s degree or higher in finance, business administration, or related area.
  • At least eight years of progressively responsible experience in administrative and financial management of complex programs.
  • Solid understanding of USAID rules, regulations and Chemonics policies on financial management and operational oversight.
  • Demonstrated versatility, leadership, and integrity.
  • Excellent computer skills (MS Word, Excel, Power Point, and Outlook) are required to effectively implement, analyze, monitor, and manage activity goals, inputs, outcomes, and achievements.
  • Excellent oral and written communication skills in English and Ukrainian.
  • Citizens of Ukraine are encouraged to apply.
