Your missions

Environmental Assessment Lead

Key Role:

Transform the client's vision and enable assured access to space for our nation. Leverage environmental subject matter expertise and engage as the lead liaison for the client. Oversee environmental assessments for infrastructure roadmap projects, while working closely with the client to successfully champion environmental policies and processes into project schedules. Provide environmental compliance and environmental technical support related to the National Environmental Policy Act (NEPA) for federal government clients, apply advanced consulting skills, extensive technical expertise, and full industry knowledge, and develop innovative solutions to complex problems. Support the preparation and development of NEPA documentation, including Environmental Impact Statements (EIS), Environmental Assessments (EA), and Categorical Exclusions (CATEX). Comprehend environmental compliance requirements for various permits, including the Clean Water Act (CWA), and consultation requirements, including the National Historic Preservation Act (NHPA) under Section 106 and Section 7 of the Endangered Species Act (ESA). Interpret federal and state laws, regulations, and orders as they apply to environmental programs, analyze policies and procedures to ensure reporting requirements are met, and perform technical reviews of environmental and historic preservation projects. Lead, participate, facilitate, and communicate with the team and the client on all critical stages of the NEPA process and provide supervision, daily work direction, quality control, and oversight to the team on project deliverables. Oversee and manage preparation of administrative records for NEPA documents and prepare and monitor schedules, milestones, workload projections, and staffing needs to meet client requirements. Manage public outreach and public involvement strategies and materials. Work with the PIO team to integrate mission and requirements.

Basic Qualifications:

  • 3+ years of experience in a scientific, engineering, or environmental field involving environmental impact analyses
  • 3+ years of experience with assessing environmental impacts and assisting with developing NEPA documentation
  • Experience with resource consultations, including cultural and historic, in support of NEPA
  • Experience with planning and permitting for construction projects in California
  • Knowledge of California Coastal Commission, US Fish and Wildlife Service environmental policy, and California State environmental regulations
  • Knowledge of NEPA, executive orders, laws, regulations, and policies throughout the NEPA process
  • Ability to be highly motivated and demonstrate a dynamic work ethic
  • Ability to obtain a security clearance
  • Bachelor’s degree in an environmental field

Additional Qualifications:

  • Experience with Santa Barbara County environmental policy
  • Experience working on the Western Range Spaceport
  • Experience with developing recommendations for the mitigation of adverse environmental impacts or other measures to avoid confrontation or regulatory delays
  • Experience with historic properties
  • Experience with stakeholder engagement, including working with NGOs, community partners, and decision-makers 
  • Ability to think critically as a project lead, multi-task, and work closely with a team to execute project activities under strict timelines or deadlines
  • Ability to write, edit, and format complex documents using Microsoft Word
  • Ability to use SharePoint and MS Teams in a collaborative environment
  • Ability to prepare and deliver presentations using Microsoft PowerPoint
  • Possession of excellent written and verbal communication skills

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $75,600.00 to $172,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees. This posting will close within 90 days from the Posting Date.
