Civil Engineering Planning and Programming Lead
Key Role:
Oversee the execution of a space launch infrastructure roadmap to meet the client’s vision. Support engineering efforts and evaluate project designs. Advise on project feasibility, cost effectiveness, regulatory conformance, or possible alternatives. Conduct field investigations or research to compile and analyze data. Work closely with the Environmental Assessment Lead to aid in developing NEPA and other environmental review documents, as well as support the design and construction contractors with the acquisition of environmental permits. Augment the project management support sections of space launch by performing project planning and programming support duties, including programmatic support in formulating and implementing facility planning and capital investment initiatives for DoD military construction projects such as program development and support, DD Form 1391 development and reviews, strategic facilities planning and management, feasibility studies, and general program and project implementation. Provide direct interface and frequent communications with Government points of contact and be responsible for advising the designated points of contact of the status of the work.
Basic Qualifications:
- 7+ years of experience with facilities management and civil engineering project management with planning and programming assistance to client programs geared towards strategic facilities planning, capital investment planning, and construction program management
- Experience working with the NEPA process
- Knowledge of facilities operations and maintenance
- Ability to work directly with clients applying principles of the civil engineering enterprise, including policy and guidance
- Ability to be highly motivated, and demonstrate a dynamic work ethic and desire to contribute to the mission
- Ability to use Microsoft SharePoint and Teams in a collaborative environment
- Ability to prepare and deliver presentations using Microsoft PowerPoint
- Bachelor’s degree
Additional Qualifications:
- Experience with planning and permitting for construction projects in California
- Experience working on a Spaceport
- Experience working in a flexible environment and interacting with multiple stakeholders for project success
- Experience working within the NexGen platform
- Knowledge of the California Coastal Commission, U.S. Fish and Wildlife Service environmental policy, and California State environmental regulations
- Possession of excellent written and verbal communication skills

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $75,600.00 to $172,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
