We are actively seeking a seasoned Subcontractor Administration Specialist with defense industrial base experience to bolster our team. The ideal candidate will bring robust experience in procuring services and supplies for project work within the federal sector, with a preference for those knowledgeable in environmental engineering services. Proficiency in navigating the Federal Acquisition Regulations (FAR) and other agency-specific acquisition regulations is paramount. This role involves spearheading the procurement/vendor process, ensuring adherence to all applicable regulatory frameworks, and facilitating the delivery of exceptional services to our clientele.

Key Responsibilities:

  • Craft and execute procurement strategies tailored for environmental engineering services and subcontractor support within the federal defense industrial base domain.

  • Conduct comprehensive market analysis to pinpoint prospective supply vendors and subcontractors.

  • In-depth knowledge of government contracting policies, including the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS).

  • Collaborate with Project managers to garner competitive bids on project work from subcontractors based on specified project scope.

  • Assess proposals, engage in negotiations, and provide well-informed recommendations for sub-contract awards.

  • Develop and promulgate comprehensive federal purchasing policies to ensure compliance with all relevant regulations and standards.

  • Design and document standardized desktop procedures for federal procurement to improve process consistency and accuracy.

  • Oversee subcontractor performance, ensuring strict compliance with contract terms and conditions.

  • Foster close collaboration with internal stakeholders to align procurement activities with project imperatives and goals. Maintain meticulous records of procurement transactions and associated documentation.

  • Collaborating with Operations, Legal, production and quality teams to understand their requirements, align strategies, and support timely project delivery. 

  • Assist with contract negotiations, review and manage supplier contracts, and assist with enforcing compliance to secure favorable terms and mitigate potential short and long-term risks.

  • Continuously monitor market trends, engage in price negotiations, and implement cost-savings initiatives without compromising efficiencies, quality or delivery timelines.

NECESSARY QUALIFICATIONS

  • Minimum of 6 years of demonstrated experience in procurement, emphasizing environmental engineering services and subcontractor support.

  • Thorough familiarity with the Federal Acquisition Regulations (FAR) and pertinent procurement protocols.

  • Exceptional negotiation acumen coupled with the ability to cultivate enduring vendor/supplier relationships.

  • Superlative written and verbal communication proficiencies. Exemplary attention to detail complemented by robust organizational and analytical capabilities.

  • Proven ability to thrive in high-pressure environments while effectively managing multiple priorities.

  • Ability to manage multiple projects and prioritize effectively in a fast-paced environment.

Preferred Qualifications:

  • Bachelor’s degree in environmental engineering, Business Administration, or a closely related discipline with 10 years of experience.

  • Master’s degree program in Environmental Engineering, Business Administration, or a closely aligned field with 8 years of experience.

  • Professional certifications in procurement or project management (e.g., CSCP, PMP). Previous hands-on experience with federal government contracts.

  • Advance knowledge in sourcing and vendor management best practices.
