LOCATION: Remote

 

SALARY RANGE: $69,867 to $97,191

 

PURPOSE:

To performs cradle to grave subcontract administration for services of high dollar value, risk, and complexity for Federal, State, and commercial customers. Primarily, responsibilities include subcontract sourcing, negotiation, documentation, award, and administration of subcontracts that directly support Oak Ridge Associated Universities (ORAU’s) Research and University Partnerships Office (RUPO), including but not limited to commercial, Federal Acquisition Regulations (FAR)-based, Cooperative Agreements and Grants. The position is specifically focused on planning, negotiating, and executing research grants and Basic Ordering Agreements with ORAU’s member universities.


Subcontract Administrator will be responsible for supporting and understanding terms and conditions for review and negotiation and working closely with internal customers to support appropriate acquisition planning, requisition preparation, overall procurement status and support, and external suppliers for the provision of services. 

 

Assist in the development and implementation of policies and procedures regarding subcontract administration and developing and delivering training as needed.

Responsibilities:
  • Complete cradle to grave subcontract administration activities including but not limited to acquisition planning, support (Request for Proposal/Request for Quote (RFP/RFQ) development and issuance, sourcing, proposal/quote evaluation criteria development, evaluation), negotiation, award documentation, execution, amendments, closeout, and termination of subcontracts.
  • Serve as the primary contact between Procurement and the assigned internal customer, provide assistance and guidance on the development and review of procurement-related documents: Statement of Objectives, Statements of Work, Sole Source Justifications, Evaluation Criteria, and award decisions.
  • Perform review of proposals, and requests for subcontract amendments, with respect to (1) Terms and Conditions to ensure appropriate FAR/supplemental clause flow-downs, and (2) the establishment of fairness and reasonableness of price/cost in accordance with applicable federal regulations and ORAU policies.
  • Provide input, interpret, and explain policies, procedures, and business requirements for internal and external customers, and ORAU’s Research and University Partnerships Office; recommending changes in practices when requested, ensuring compliance with applicable Federal, state, local regulations, and ORAU policies.
  • Provide support regarding corporate proposals where subcontracting is required, including issuance of requests for pricing, and negotiation of terms and conditions.
Qualifications:

Bachelor’s degree and 6-9 years of job-related experience or master’s degree and 4-7 years of job-related experience. An equivalent combination of education and experience requiring similar knowledge, skills, abilities, and performing duties as described may be substituted for the minimum requirements.

 

  • Thorough understanding of prime and subcontract relationship.
  • Firm understanding of the industry standard competitive quote/proposal (i.e., Request for Information, Request for Quote and Request for Proposal) development, cost/pricing analysis, evaluation, negotiation, and source selection procurement process.
  • Demonstrated experience working with government and commercial subcontracts, grants, and cooperative agreements, including clear understanding of laws and regulations governing federal contracting. Intermediate knowledge of uniform contract structure and government subcontracting vehicle types.  
  • Experience writing and editing subcontracts to include flow down of prime terms and conditions.
  • Project management skills, with the ability to recognize the level of effort for a given task.
  • Effective and persuasive communication skills, both oral and written, and the ability to communicate with all levels of peers, management, both internally and externally.
  • Demonstrated experience with research, recommended revision, and application of policies and procedures.
  • Knowledge of applicable federal, state, and local procurement laws, regulations, procedures, and guidelines.
  • Knowledge and applied understanding of subcontracts with Higher Education Institutions.
  • General experience and knowledge of general procurement processes and procedures with a focus on federal government (contract/subcontract/procurement) processes and procedures in accordance with the FAR, the Department of Energy Acquisition Regulation (DEAR), and other agency regulations supplements.
  • Working knowledge of and interaction with other functional areas including legal, accounting, finance, and program technical personnel.
  • Demonstrated understanding and application of subcontracting principles, concepts, practices, and standards.
  • Experience in executing university research subcontracts is preferred.

 

*The candidate’s starting salary will be determined upon hire and ORAU will use salary survey data, internal comparators, and the candidate’s qualifications to determine salary.
