Job Summary:
The Director, Environmental Planning will provide environmental planning expertise to recruit, train, mentor, and lead a team of planners in siting, the National Environmental Policy Act (NEPA) analyses and documentation, agency consultation and coordination, and other planning and permitting tasks.
Essential Job Duties:
Lead the company environmental planning team including development and operation of recruiting pipeline, comprehensive training program, and mentorship to satisfy company environmental planning needs
Oversee tasks associated with NEPA, California Environmental Quality Act (CEQA) or other local, state and federal permitting
Stay current on a variety of local, state and federal processes, procedures, and requirements including agency specific NEPA guidance
Maintain familiarity with current NEPA case law and ability to assess applicability to the environmental planning process.
Collaborate with staff, agencies, clients and other project collaborators to facilitate permit submittals and schedules
Proactively navigate and propose practicable resource avoidance, minimization, and mitigation compliance strategies
Synthesize and communicate permit stipulations and requirements
Track and organize permit processes and status
Maintain collaborative involvement with a professional environmental planning organization.
Support, actively participate, and act in accordance with Eocene Environmental Group’ s culture of safety and employee ownership
Participate in the development and enforcement of field studies health and safety plans.
Serve as a role model for staff with respect to understanding and following all company policies and procedures
Maintain regular and punctual attendance at work and meetings knowing time zone differences between staff locations and project locations may warrant early morning, noon-hour, or late evening meetings.
Supervisory Duties:
Knowledge, Skills & Ability Requirements:
Strong knowledge of NEPA including at least 15 years of work experience and substantial involvement in at least two Environmental Impact Statements (EISs)
Experience working with or for federal, state, or local agencies especially the Bureau of Land Management (BLM) and U.S. Forest Service
Strong knowledge of the CEQA and/or other state environmental laws
Experience participating in the development of resource Memorandums of Agreement (MOAs) or Memorandums of Understanding (MOUs) with federal. state, and tribal agencies.
Process driven with the ability to build efficient and effective procedures
Ability to conduct work duties independently and efficiently with short deadlines
Highly organized, motivated, thorough, accurate, dependable, and trustworthy
Ability to interact and coordinate with state, federal, local, and tribal agencies
Project management including overseeing an interdisciplinary team of contributors and subcontractors
Strong writing and proofreading skills
Experience successfully developing proposals including realistic schedules and budgets
Experience maintaining quality relationships with clients and agencies
Familiarity with typical utility operations and maintenance activities
Familiarity with ESRI GIS applications (including desktop, ArcGIS, FieldMaps, Survey123, and similar)
