Major Responsibilities:
- Responsible for managing value-based program total medical expenditure/utilization reporting, projections and analysis, including identifying areas with opportunities for improvement. This position under the direction of the Senior Director of Population Health Data and Analytics and in collaboration with the team of Data Scientists ensures financial/utilization reporting and analysis needs are met, provides support to the programs’ Finance and other committees.
- Responsible for managing the value-based programs’ financial analysis and projections including reconciliations, gainsharing calculations, funds flow projections, etc. and identifying opportunities for improvement. Oversees and manages the use of EMR data, claims data, other data sources and analytics tools to create financial performance reports for all value-based programs.
- Produces reports and other information to allow OCI leadership to make work prioritization decisions. Reviews existing reports, procedures, systems, and controls for consideration in delivering final work product.
- Prepares pro-formas for new programs and other business plans for the evaluation of performance improvement initiatives and new/proposed value-based programs.
Other responsibilities include:
- Works with clinical departments on submission of grant/contract applications and billing for those grants/contracts and completing DPH surveys as required by grants/contracts,
- Responsible for the work with the Finance Department on the annual 990/Schedule H filings and the development of relevant footnotes for the audited financial statements.
- Provides technical, informational, and problem-solving assistance to administration, department heads and other levels of management during the budget preparation process and throughout the operational year as well as managing OCI transactions with the rest of the UMMH organizations.
- Communicates budget policies and procedures to departments and other levels of management.
- Assists department managers in developing budgets where appropriate including input and tracking of various initiatives, analyzing financial impact of various proposed initiatives, and tracking and reporting on the progress of budget initiatives on a periodic basis.
- Assists in the development of reports and scorecards utilized to evaluate value-based program total medical expense and comparisons to budget. Presents progress reports to committees, identifies significant variances and trends and makes recommendations for corrective action as necessary.
- Tracks resource utilization against projections to allow for better estimation of effort and delivery of requests. Incorporates “lessons learned” and resource utilization information into future scope/assessment efforts to ensure greater accuracy in the estimation process.
- Develops and manages relationships and facilitates communication with internal stakeholders and external stakeholders, such as Finance Department, Information Technology, value-based program clinicians; participant finance and information technology departments; vendors, regulators, payers, associations, etc.

- Ten years of related experience required in a healthcare environment with advanced analytics, healthcare reimbursement and financial modeling experience.
- Experience with government value-based programs.
- Experience coordinating the assignment of work between multiple resources.
- Capable of managing multiple projects simultaneously, and of operating in a highly matrixed organization where authority and responsibility for planning and execution are often shared across departments and individuals.
- General organizational performance improvement skills are required but not necessarily specific to healthcare.
- Demonstrated ability to plan and evaluate programs and analyze financial data.
- Excellent verbal and written communication skills.
Preferred:
- Leadership experience.
- Experience with managed care finance, Epic claims/patient accounts and project management.
- Technology experience within a healthcare setting
