Who we need…

This position is contingent upon contract awardMSLLC is seeking to fill an Air Quality/GHG Consultant position to support The Department of Energy's largest program ever to invest in clean energy technologies and climate action, funded under the bipartisan Infrastructure Reduction Act of 2022.  The issuance of grants by the government may be a major federal action subject to compliance with the National Environmental Policy Act (NEPA) and related environmental and cultural resource laws and regulations.  

This person would be responsible for project work as it occurs in a large range of topics focused on Greenhouse gas emissions calculations including life cycle assessments, State and federal air permitting requirements, air dispersion modeling.

Responsibilities
 
  • Review applicant submittal reports such as greenhouse gas (GHG) reports, and Toxics Release Inventory (TRI).
  • Assist with the oversight of technically-detailed air permit applications/registrations for submittal to federal and state agencies.
  • Oversee emission estimates based on site-specific information using approved state and federal calculation methodologies.
  • Learn and apply existing, new, and proposed regulations as they relate to clean energy projects.
  • Assist with environmental compliance audits.
  • Develop periodic compliance reports (monthly, quarterly, semi-annual, and annual).
  • Conduct federal and state air quality regulatory reviews.
  • Conduct air quality impact analyses that may involve the use of air dispersion modeling software (SCREEN3, AERMOD, etc.).
  • Assist clients with ongoing federal, state, and local air quality compliance.

Qualifications 
 
  • Due to the nature of the government contract requirements and/or clearances requirements, U.S. citizenship is required.
  • Ability to obtain DOE site badge and eligibility to obtain a DOE security clearance, including ability to meet all MSLLC employment background check requirements.
  • This position is remote, with the expectation that candidates can work during Eastern Time Zone office hours. Residency in the United States is a mandatory requirement. 
  • BS or MS in engineering or science (environmental, chemical, computer, mechanical, etc.), physical science, or related advanced degree.
  • 10+ years of relevant professional experience.
  • Knowledge and familiarity with the GHG management topic areas outlined above.
  • Experience with NEPA compliance projects.
  • At least two years’ experience in the energy sector air quality permitting and compliance consulting.
  • Familiarity with greenhouse gas life cycle assessment methods.
  • Experience in traditionally accepted emission calculation methodologies and/or programs (AP-42, ProMax, API, EIIP, TCEQ oil and gas spreadsheet).
  • Working knowledge of air dispersion models (SCREEN3, AERMOD) and modeling practices.
  • Working knowledge of federal, state, and local air quality permitting programs and related regulations.
