What You’ll Do

TPG is searching for a Pursuit Manager to perform capture duties and provide content development for health and human service opportunities with Federal and state agencies and commercial health plans and providers.

The Pursuit Manager is responsible for directing and managing one (1) to three (3) health and/or human service pursuits simultaneously, accepting ownership and accountability for the proposed solution maturation through the Corporate Business Development and Pursuit Management Processes to include teaming and price to win strategies, and creating content for proposals.

Responsibilities include but are not limited to

  • Demonstrated experience and knowledge of operations in the human/health services area to include case management, behavior health, care coordination, and healthcare service delivery.
  • Demonstrated experience in writing content for requests for information, white papers, and proposals
  • Demonstrate excellent interpersonal, problem solving, and business acumen skills to construct near term and long-range strategies for moving designated opportunities through the qualification and capture process. 
  • Demonstrate competent and confident leadership with an ability to effectively develop and execute well-designed and thoroughly integrated pursuit plans
  • Assist TPG’s operations lead, solution lead, and internal and external SME’s to develop a compelling solution
  • Partner with the proposal manager to ensure all content is being developed and passed along to proposal manager
  • Demonstrate ability to work effectively in fast-paced, time sensitive and often multi-tasking environment.
  • Effective management and leadership of multiple capture teams specific to each opportunity assigned
  • Effective writing skills to create foundational content for RFIs, whitepapers, and proposals
  • Effective communication of resource requirements and leveraging resources assigned 
  • Effective collaboration with subject and technical matter experts, functional leads, and Program Managers with an ability to translate technical information into proposal submissions
  • Gather, assess, and validate customer requirements
  • Assess probable competition and evaluate relative strengths and threats -- conduct Black-hats, competitive scenarios, etc.
  • Translate requirements into robust win strategy, carefully tested and validated, and advances strategy to management and technical design with strong value proposition and differentiated bid elements based on compelling features and benefits
  • Collaborate effectively with internal teams and external partners to sustain operational excellence, resolve conflicts, and achieve customer satisfaction
  • Identify gaps and develop strategies to overcome weaknesses and mitigate risks
  • Conduct and participate with internal gate requirements, pricing, teaming, and capture reviews; lead and document lessons learned
  • Assist business development in negotiating teaming agreements and strategic alliances
  • Manage assigned portfolio of opportunities as the opportunity owner
  • Manage opportunity validation and maturation to assist TPG in determining Pursue/ No pursue and Bid / No Bid decisions
  • Drive development and completion of critical bid artifacts required for proposal development; ensure integrity of win strategy through color reviews; support assigned Proposal Manager/Director by assisting with development of compliant and compelling bids
  • Ability to build and work within high performance teams in a matrix-management environment
  • Communicate clearly with senior and executive management within a company and with key federal customers.
  • Demonstrate sustained ability and reputation of winning complex, prime integration services or systems engineering contract awards with values routinely reaching over $30 M that meet and exceed challenging goals and quotas

Minimum Qualifications & Skills  

  • Bachelor’s degree plus at least five (5) years or more of related experience with human/health services contracts at the federal and state level. 
  • Experience with the commercial health area is highly desirable. Experience related to behavioral health is preferred.
  • U.S. Citizen.
  • Demonstrated writing skills, samples will be required.
  • Knowledge of Government (i.e., federal & state) as well as healthcare plans and providers.
  • Contacts in Government (i.e., federal & state) as well as healthcare plans and providers.
  • Ability to work and execute a quick reaction process for Task Order identification, customer engagement and Task Order proposal response.
  • Ability to influence constructively and interact at the highest levels of the corporate structure.
  • Proven content development skills.
  • Comfortable and confident working closely with senior and executive management within the company and with key federal customers.
  • Must possess strong computer skills in MS Office, including Excel, Word, Teams.
  • Ability to type 45 wpm.


Work Environment

This is a remote opportunity where occasional travel could be required.  Since this is a remote role, must have a dedicated workspace conducive to full videoconferencing (camera and audio) for facilitating webinars and online discussions.


Work Schedule

This is a full-time position but hours could vary depending on needs. May include travel, evenings, and weekends to meet different time zones and projects.


Condition of employment: 

  • Complete a rigorous culture and competency testing process 
  • Complete a Drug Test
  • Must be at least 21 years of age
  • A valid US Driver’s license
  • Have the ability to obtain a Public Trust Clearance

Security Clearance Requirements:

  • Applicants selected will be subject to a government background investigation and may need to meet eligibility requirements for access to classified information.
  • Must be a U.S Citizen or Permanent Resident
  • Residency requirement - 3 consecutive years in the last 5 years.

Physical Demands

  • Standing/Walking/Mobility:  Must have mobility to attend meeting with other managers and employees.
  • Climbing/Stooping/Kneeling: 10% of the time.
  • Lifting/Pulling/Pushing: 10% of the time.
  • Fingering/Grasping/Feeling:  Must be able to write, type and use a telephone system 100% of the time.
  • Sitting:  Sitting for prolonged and extended periods of time.
