EXPERIENCE:
1. Five (5) years of experience with state and/or federal government relations, association, or public service in healthcare, health insurance, or a closely related field.
2. Experience building relationships with government agency and/or legislative staff
PREFERRED QUALIFICATIONS:
EDUCATION, CERTIFICATION, AND/OR LICENSURE:
1. Master’s Degree in related field or J.D.
EXPERIENCE:
1. Experience as Legislative staff, in a state or federal agency, or as a lobbyist
2. Experience representing a large, complex healthcare organizational or integrated system.
3. Experience working with academic institutions.
4. Experience with grant writing and reporting

1. Meets with legislators and their staff representing WVU Health System and Peak Health in legislative and regulatory activities.
2. Serves as WVU Health System’s point of contact for legislators and their staff, legislative support service agencies, lobbyists, and associations.
3. Develops and maintains positive working relationships with key legislators, executive branch officials, and their staffs.
4. Responds to constituent, legislative and related questions on health-related issues.
5. Regularly communicates with EVP, CEO, CLO, and CFO to brief them on federal/state issues.
6. Monitors legislative activity that impacts WVU Health System and Peak Health.
7. Formulates government relations objectives, goals and strategies collaboratively with other stakeholders and develops and manages those goals with measurable outcomes.
8. Effectively facilitates meetings at local, state, and federal government relations and organizational level.
9. Leads and/or serves on a variety of appropriate internal and external committees to represent WVU Health System.
10. Coordinates federal and state legislative activities with other federal and state advocacy groups and serves as a representative of WVU Health System in order to facilitate the shared interests and relationship between the WVU Health System and advocacy groups.
11. Informs internal leaders of upcoming hearings on legislation affecting their area of responsibility and brief them on sensitive policy areas in preparation for testifying and consult with internal leaders on proposed legislation and regulations that may affect their area of operations.
12. Facilitates internal meetings among key internal leaders on legislative and regulatory issues that may impact multiple services and departments.
13. Serves as an advisor and expert on state governmental and politics to internal leaders.
14. Works with WVU Health System’s communications team to respond to inquiries and questions/concerns from members of the public dealing with state legislative and regulatory matters pertaining to WVU Health System.
15. Works closely with WVU leadership on joint initiatives and regulatory issues that may impact both organizations.
16. Coordinates the development of grant requests on behalf of WVU Health System.
17. Researches and coordinates internal resources to support grant proposals and reports.
18. Incorporates WVU Health System’s vision, missions and values in goals and programs within local, state, and federal government relations activities.
19. Holds self and others accountable to policy, standards and commitments and provides timely follow through on questions and concerns.
20. Ensures development of state and federal government relations initiatives to improve patient satisfaction and family centered care.
21. Demonstrates empathy and concern while ensuring state and federal government relations goals are met.
