JOB SUMMARY:

The referral analyst is a detail-oriented critical thinker who thrives in a growing, fast-paced work environment, possesses environmental and/or resource management expertise, and acts as a liaison with Crown governments, agencies, and proponents. This person is a driving force behind Tsleil-Waututh's multi-disciplinary assessment of referrals within the territory. In this critical role, you will work as part of a team to:

  • Review and analyze referrals in accordance with the Tsleil-Waututh Stewardship Policy
  • Assess potential impacts that proposed development projects and policy changes may have on Tsleil-Waututh's Indigenous rights, title, and interests.
  • Facilitate the review process of referrals in a team setting.
  • Provide support to Tsleil-Waututh Staff in the monitoring of project applications, including project administration, budgeting, and organizational tasks.
  • Represent Tsleil-Waututh on project files and build relationships with external agencies and proponents.
  • Support the Consultation and Accommodation Manager in all other tasks.

 

DUTIES AND RESPONSIBILITIES:
  • Works closely and collaboratively with the Senior Referrals Analyst or Consultation & Accommodation Manager, and other staff in the Treaty, Lands and Resources Department to analyses and assess land use decisions, proposed projects, and policies that may impact Tsleil- Waututh territories, traditional use areas, and interests.
  • Under the Senior Referrals Analyst or Consultation & Accommodation Manager's supervision, the Referrals Analyst manages various referrals in accordance with the Tsleil-Waututh Nation Stewardship Policy. This includes:
  1. Determining potential impacts of proposed development projects, policies, or plans on Tsleil-Waututh's Indigenous rights, title, and interests including assessing cumulative impacts and future implications and providing impact/benefit analyses where required.
  2. Reviewing and assessing referrals submitted by Crown governments, agencies, and proponents.
  3. Analyzing environmental and resource management aspects of referrals to ensure compliance with applicable regulations and standards.
  4. Preparing comprehensive reports and recommendations based on assessments.
  5. Facilitating the environmental review of projects, plans, and policies proposed within the Tsleil-Waututh Consultation Area. Critique the processes of assessment and contribute solutions for improvement.
  6. Assessing potential benefits, including educational or economic opportunities for members of the Tsleil-Waututh Nation.
  7. Examining the proposed project, plan, or policy from a holistic view that considers history, cumulative impacts, and power dynamics.

 

  • Supports the Senior Referrals Analyst or Consultation & Accommodation Manager to ensure the vision laid out in the Tsleil-Waututh Nation Declaration, Stewardship Policy, economic development strategy, and overall Tsleil-Waututh philosophy is met.
  • Supports the Senior Referrals Analyst in meeting and liaising with Crown governments, regulatory authorities, proponents, and other First Nations regarding referral projects.
  • Prepares, facilitates, and leads internal and external meetings.
  • Works to establish positive working relationships with Crown governments, proponents, agencies, and other First Nations.
  • Directly communications with Crown governments, agencies, proponents, and other First Nations on a technical level, signing off on technical level communications.
  • Draft reports/letters of response to Crown governments, agencies, and proponents.
  • Prepares cost estimates or Contribution Funding Agreements for Tsleil-Waututh participation in the referral process.
  • Project management tasks including budget invoicing, budget reporting, activity tracking and scheduling, deadline and progress management, communications management, and all other necessary tasks.
  • Supports the coordination of Social and Economic Development Agreements between TWN and the proponent.
  • Approaches proposals, agreements, and related opportunities with creativity and a multi-disciplinary, holistic mindset that honors the needs of the Tsleil-Waututh community.
  • Liaises with external agencies, as required to ensure Referrals Management Program goals are met.
  • Facilitates efficient records management of files along with the Treaty, Lands, and Resources team.
  • Supports the Senior Referrals Analyst or Consultation & Accommodation Manager to prepare and present updates and analysis results to leadership, colleagues, community members, and proponents.
  • Provides input into Departmental communications and outreach, which may include the development of presentations, media releases, and council information packages.
  • Takes initiative and leadership in establishing new components to the TLR assessment process and consultation agreements/ relationship-building as guided by the Senior Referrals Analyst or Consultation & Accommodation Manager.
  • Stays updated on relevant environmental and resource management legislation, policies, and industry best practices.
  • Assists with the implementation and delivery of other Department initiatives as directed.
  • Provides input into the development of funding proposals, reports, and other deliverables.
  • Participates as a member of the Treaty, Lands, and Resources Department team.
  • Performs other related duties as required.

 

QUALIFICATIONS:

  • Post-secondary degree in Social Sciences, Environmental Sciences, or related field plus three (3) years of relevant work experience.
  • May consider alternate combinations of education and relevant work experience.
  • Experience with First Nations consultation and negotiation processes is an asset.
  • Previous experience working in a First Nations community and/or organization is preferred.
  • A marine background and understanding of fisheries rights and regulations are considered an asset.
  • Must successfully pass a Criminal Record Check

  • Understanding of the current and historical culture of the Coast Salish Peoples.
  • Understanding of Indigenous rights and title, particularly in the context of B.C.

Salary pays range: $65,143.00 - $84,304.00.00 based on qualifications and experience.
