Position Summary:  The IT Director is a “Working Manager” role. As such, this role is responsible for planning, coordinating, directing, and assisting in all IT and Health Information Management operations, while also being expected to provide hands-on support as needed to ensure access, availability, stability and security of all SIHB IT and Medical Records systems. This includes, but is not limited to, networks and network providers, enterprise systems, electronic health records systems, applications systems design, development and support, and end-user support – managing all IT staff, vendors, operations, and projects. This position serves in a consultative capacity to other departments to assess and understand technology requirements vis-à-vis business needs, to problem-solve IT-related issues and to constantly drive customer service excellence. The IT Director will provide overall management for the IT organization and staff, Medical Records, IT vendor partners and all IT-related activities for SIHB.

Organizational Structure/Reporting Relationships:  This position reports directly to the CIO and is a member of the IT team. This position has direct reports.

Job Responsibilities

  • Develop and maintain an appropriate IT organizational structure and staffing model that supports the needs of the business.

  • Collaborate with the CIO and others to establish IT departmental goals, objectives, and internal operating procedures.

  • Create or coordinate the creation and publication of company-wide IT-related policies.

  • Work closely with the CIO to assess and communicate financial impacts, business benefits, cost-benefit analyses, and risks associated with IT investments.

  • Manage the annual budget of multiple departments.

  • Plan, develop, and implement an enterprise-wide disaster-recovery, cyber security, and business continuity plan(s).

  • Drive continuous improvement in IT operations and Records management.

  • Coordinate with various medical departments for effective use of EHR systems for improved health outcomes.

  • Oversee all IT-related acquisitions and negotiations of contract terms and pricing in partnership with CIO and others as appropriate.

  • Manage the medical records department to drive digital engagement in records processing, access, and releases.

  • Ensure the coordination of all IT-related activities with other organizational divisions to ensure efficient and effective delivery of IT systems and services.

  • Identify innovative solutions, negotiate on approach, and resolve problems as needed.

  • Actively participate in internal quality-improvement teams and work with members proactively to drive quality-improvement initiatives in accordance with the mission and strategic goals of the organization, federal/state/local laws and regulations, and accreditation standards.

  • Performance of other job-related duties as assigned.

 

Background Qualifications

 Required:  

  • Bachelor’s Degree in MIS / Computer Science or related business pursuit. 

  • 5-10 years progressive experience in roles with increasing and varied IT responsibilities working in close partnership with business colleagues.

  • Experience managing all aspects of an IT staff, organization, and vendors.

  • Experience working with, and presenting to, business leaders.

  • Very strong oral and written communication skills including the ability to lead tactful, diplomatic, and collaborative problem-solving.

  • Firm understanding of HIPAA compliance and meeting regulatory requirements.

  • Ability to perform root-cause analyses and initiate timely and appropriate corrective action with a keen focus on positive business outcomes.

  • Ability to think strategically and implement tactically.

  • Initiative, good judgment, and ability to make effective decisions in a timely fashion.

  • Ability to assess, prioritize and execute.

  • Knowledgeable, articulate, and supportive of the organization’s stated mission, purpose, and strategic plans.

  • Strong work ethic and ability to thrive in a fast-paced environment.

  • Work well under pressure and meet multiple and often competing deadlines.

  • At all times, demonstrate cooperative behavior with supervisors, subordinates, colleagues, clients/patients, and the community.

 

Desired:

  • Proven experience negotiating complex IT-related contracts and pricing terms.

  • Solid experience with, and working knowledge of, WAN and LAN networking technology, including in-depth knowledge of network equipment such as firewalls, routers, and switches.

  • Working knowledge of server virtualization, as well as Windows servers including Active Directory, Group Policy, DHCP, DNS as well as Office 365 and Azure services.

  • Experience working with the unique healthcare needs and social issues facing American Indians/Alaska Natives (AI/AN) and the desire to promote the delivery of appropriate health services to this population.

 

OTHER REQUIREMENTS:

  • Reliable transportation.

  • Valid Washington driver’s license and car insurance.

  • Successful completion of a thorough background check.

 

Work Environment:  Office hours are 8-5, Monday through Friday with occasional extra hours for events or to meet deadlines.  This position is fully on site, no work from home allowed.
