Job description

Position Overview:

Oversees all aspects of a proposal’s development process from receipt of DRFP/RFP through submission to customer and post-submittal actions (ENs, FPR). The selected candidate will engage with multifaceted teams to execute highly effective proposal efforts and support other various business development and proposal tasks, as needed.


Responsibilities:

  • Manage proposal lifecycle to include preparing pre-solicitation plans, providing strategy input, identifying and assessing requirements, reviewing compliance, and coordinating production and submittal
  • Create and execute proposal development plan and schedule to include contributing to and leading Color Team reviews
  • Ensure proposals are timely, compliant, and compelling, maximizing the probability of win
  • Hold and lead proposal kickoff meetings to identify proposal requirements and articulate team roles and responsibilities to proposal stakeholders
  • Develop outlines based on proposal requirements and evaluation criteria 
  • Participate in the development and review of proposal strategies and themes, generate writing assignments, and support post-proposal activities, as needed, including significant input to After Action Reviews
  • Review proposal content for compliance, accuracy, and consistency across volumes 
  • Organize production and finalize proposal documents for delivery of proposal submissions
  • Facilitate continuous proposal process improvement discussions and documentation

 

Required Education, Experience, & Skills

  • Bachelor’s degree and 5+ years’ experience in large and small proposal responses supporting Federal, State, and/or Local Customers
  • Knowledge and understanding of the U.S. Government’s competitive acquisition process including federal procurement regulations (FAR/DFAR)
  • Experience working in a fast-paced environment with short turnarounds
  • Ability to work in a fluid environment and complete ad hoc proposal management tasks, such as stand-alone compliance reviews
  • Detail and quality oriented with exceptional interpersonal and communication skills
  • Must possess excellent writing skills, including proposal writing
  • Ability to obtain and maintain a U.S. Government security clearance
  • PMP, APMP, or Shipley certification (preferred)
