The Role:



The Director of Offsets and Industrial Participation provides program level leadership and oversight supporting a number of complex and critical organizations and processes necessary to support the successful development and execution of industrial participation strategies. These opportunities must meet program needs and also create a competitive advantage for the company by supporting campaigns, future pursuits, and maintaining existing programs. The Director will support new international captures, prime contract negotiations, supplier development and purchase order negotiations, and offset agreement negotiations for all segments across the company. The focus of the position will be to integrate international contracts, supply chain, and offset capability activities to bring greater agility, speed, and effectiveness to international business. This is accomplished by providing innovative, compliant, and high-quality international business solutions through partnership with the segments.

Job Responsibilities:

  • This position will report to the VP, the company's International and will have additional matrixed relationships with the VP, Chief Contracts Office; VP, Global Operations; VP, Supply Chain, and the Segment Offset Managers:
  • Serves as the offset, localization, and industrial participation subject matter expert and internal advisor to the VP, the company's International and the Segments product lines. Subject matter expert responsibilities include maintaining and proactively disseminating up to date knowledge and analysis of country-specific offset requirements, policies, guidelines, historical data, and offset practices
  • Identifies offset synergy opportunities across the sectors and aligns the potential investment with company growth and the long-range plan
  • Leads the coordination and integration of the company's offset activities and builds consensus and organizing one-company solutions
  • Identify offset requirements and potential fulfillment strategies as early as possible in the business development, capture, and due diligence processes
  • Serves as the primary local offset customer interface and maintains excellent long-term business relationships, enhance the company’s negotiating positions, and supporting the company’s overall localization strategy
  • Supports alignment of the company's supply chain management efforts with the company's product line offsets
  • Maintains database records for offset activities, and provides data and analysis to support internal offsets operations reporting for the company and special initiatives
  • In response to identified or anticipated requirements, proactively identify and conduct initial development of offset projects, with an emphasis on programs that can create strategic competitive advantages and align with the company’s evolving international operating model. Support the development of offset valuations
  • Facilitates cross-business offset initiatives and fulfillment approaches. As needed, interact with potential third-party partners and support the development of multi-party offset ventures or offset services arrangements
  • Additional responsibilities relate to Economic Development Opportunities to identify and leverage sources of government funding (grants, tax credits, incentives) that help reduce cost of programs, R&D, and operations for the company and/or our partners/SMB's/research institutions with whom we engage. In summary, the ability to analyze and leverage economic outcomes, and assess their impact upon policies, procedures, and business transactions, including the associated determination of risk and cost upon the company
  • Manages and prepares reports as required for corporate level offset/industrial participation agreements.  Collects input for and prepares the annual Offset Report to the Department of Commerce per 15 CFR Part 701
  • Maintains corporate memberships for and acts as primary contact to offset/industrial cooperation associations



Requirements
Qualifications:

  • Bachelor’s Degree with 15 years of prior related experience in business, finance or related field and in Defense Industry with responsibility for offset, industrial participation and experience in international contracts or master’s degree with 13 years of equivalent work experience

Preferred Qualifications:

  • Experience with teaming strategies, with an emphasis on international business. Experience working in tandem with supply chain and business areas:
  • The ability to communicate across functional boundaries, Tier 1 OEMs, the company's Business Units and provide detailed presentations with solutions to Executive Leadership
  • Ability to establish and facilitate cross-business approaches and teaming arrangements that use offsets as a tool to increase the company’s international competitive positioning and P(win) on critical programs
  • Demonstrated ability to identify and shape innovative industrial defense and commercial project opportunities (technical and business) to assist successful capture campaigns
  • Understanding of regulatory policy to include: Foreign Corrupt Practices Act, United States Traffic in Arms Control Regulation (ITAR), Foreign Gratuities policy, Foreign Military Funding (FMF), Foreign Military Sales/Direct Commercial Sales (FMS / DCS) business cases
  • Proven record in developing cooperative and sustained customer relationships with foreign government representatives, preferably offset authorities, and other defense-related organizations
  • Work closely with capture managers to provide international offset knowledge and strategic support for capture and proposal process
  • Solid writing, speaking public presentation, and interpersonal/communication skills
  • Experience with offsets, international contracts and supply chain
  • Understanding of the company, services and key functional areas impacting offset and industrial cooperation
