Job Title: Plant, Fleet & Equipment Manager

Location: NCC East King's Lynn – but responsibility across England and Scotland, including regular visits to other NCC sites.

Salary Range: £45,000 - £55,000

Role purpose: - Accountable for the planned and emergency maintenance, efficient management, and strategic procurement of CITB’s extensive Plant fleet across all NCC sites in England and Scotland. - Leading NCCs activities to becoming carbon net zero in accordance with CITB’s commitment to the Plant Charter, and reporting progress regularly to the Senior Leadership Team. - Responsible for providing technical and specialist expertise for internal and external stakeholders where appropriate, including being the appointed accountable person for the management and audits of NCC’s Road Haulage Association's operator's licence, ensuring full compliance with all aspects of this role. - Accountable for the upkeep and security of a diverse range of hired, owned, and leased equipment and machinery, used by NCC at all sites in England and Scotland. - Responsible for line managing NCC’s team of Course Support Workers, co-ordinating their daily activities and ensuring full compliance with all policies and regulations, particularly those relating to the health, safety and wellbeing of all learners and staff.

Key responsibilities and accountabilities: 1. Responsible for ensuring that the extensive range of construction plant, equipment and pool vehicles on all NCC sites in England and Scotland are inspected and maintained in line with government and organisational legislation. 2. Accountable owner of the organisations fleet management software system, ensuring that detailed records are kept of any necessary maintenance and inspections, in line with government legislation and organisational responsibilities. 3. Lead and manage all repair and maintenance activities carried out by external contractors of NCC’s equipment. To include any construction work required i.e Tower Crane bases and Telescopic Handler Towers and ensuring the relevant insurance documentation and method statements are in place prior to works commencing, and that thorough records are kept. 4. Provide monthly reports for senior managers identifying all maintenance and inspection activity carried out on all construction plant, equipment, and pool vehicles across all NCC sites in England and Scotland and ensure NCC is fully compliant with government and organisational legislation. 5. Provide monthly reports for senior managers identifying the usage, costs, savings, expenditure, fuel use and carbon emissions for all construction plant, equipment and pool vehicles across all NCC sites in England and Scotland. 6. Responsible for line managing the full team of Course Support Workers across all NCC sites in England and Scotland, co-ordinating their daily activities ensuring that all practical courses are resourced and supported effectively and that all staff and learners adhere to all health, safety and wellbeing legislation. 7. Responsible for line managing the Plant Mechanic, ensuring that they are supported and carry out their activities effectively and safely. 8. Accountable for the preparation and updating of all risk assessments and safe systems of work for all activities carried out in all workshop areas on all NCC sites. 9. Provide technical support and expertise to all internal and external key stakeholders. Working with the Curriculum Manager/Lead, Finance Business Partner, and procurement team to represent NCC in the development and implementation of the construction plant and equipment procurement strategy, ensuring that it meets all national legislation and timelines and avoiding costly fines. 10. Contribute to the Curriculum key deliverables ensuring that the financial KPIs are met in line with the financial plan. 11. Contribute to the Curriculum Operational Plans ensuring that the equipment and resources required are available and meet current and future demands. 12. Responsible for maintaining accurate maintenance records for all construction plant and equipment across all NCC sites and ensure compliance with legislation and external insurance requirements. 13. Hold and manage the Goods Vehicle Operators Licence (Restricted), ensuring that all statuary requirements are met and maintained. 14. Follow all safeguarding policies and practices and be responsible for fostering a positive, inclusive and safe learning environment where all learners feel safe, included and supported. 15. Ensure that all learners work safely and always follow all health and safety rules and regulations. 16. Establish and maintain strong relationships with relevant industry professionals, employers, and other stakeholders, to ensure that industry specialisms are kept up to date. 17. Attend relevant workshops, conferences, and training sessions to keep up to date with changing legislation. 18. Always display positive behaviours and attitudes to colleagues and learners.

Such other duties will be commensurate with your skills, knowledge, and experience.Knowledge and Experience:Essential: - Minimum of Level 3 mechanical qualification - Relevant industry experience relating to this role in construction or allied sectors. - Road Haulage Association- Operators licence- (must be obtained within 6 months of appointment). - Excellent knowledge of current industry practices relating to Fleet and Equipment management. - Excellent verbal and written skills. - Educated to level 2 or above in English and maths. - Excellent organisational skills. - Knowledge, skills, and experience in Microsoft Office 365. - NEBOSH-Construction or equivalent -(must be obtained within 12 months of appointment) - Level 5 Leadership and Management qualification- (must be obtained within 12 months of appointment) - Experience managing teams. - Extensive experience managing Construction Plant.

Desirable - Higher level construction related qualification. - Demonstrable experience in collating and presenting financial data. - Holds a Coaching / mentoring qualification - First Aid - Demonstratable experience using Plant/Fleet management software. - Experience in procurement of Plant and equipment - Experience providing reports and data relating to the Fleet - Extensive experience in the installation of lifting equipment
