Job Description:

POSITION OVERVIEW:

We are seeking a dynamic business development leader, with a proven track record of leading and closing $100M+ opportunities, to provide leadership and strategic direction to drive the expansion and growth of our Defense, Space and Engineering Solutions (DSES) market. The DSES Market provides multi-domain/cross-functional security solutions that help our customers counter or mitigate existing and emerging threats to protect lives and ensure the effective functioning of critical assets, capabilities, facilities, infrastructure, processes, and systems. This Sr. BD Director will be the leading force in growing client relationships and business in our Army market.  You will develop and lead our account and business strategies designed to expand Parsons’ presence in key Army organizations.

Reporting to the Senior Vice President, Business Development, you will be responsible for leading large/strategic pursuits, solution development, teaming relationships and responding to customer solicitation for new business.

This position is virtual (at Home) with an expectation that most customers will be in Washington DC area. There is a requirement that travel, up to 50%, to meet with key customers or partners when required. 

SPECIFIC RESPONSIBILITIES:

  • Keeps abreast of overall business trends, particularly the current business climate to include changes in customer budgets, policies and priorities. 
  • Defines and executes long-term business and marketing strategies.
  • Develops and manages a multiyear, multi-billion-dollar quality pipeline.
  • Direct marketing campaigns to establish and cultivate long-term relationships with key client officials. 
  • Seek opportunities to strengthen client relationships.
  • Identifies potential clients within area of specialty and develops sales strategy.
  • Understands and responds to potential clients’ needs and objectives by engaging and educating potential/existing customers on Parsons’ capabilities.
  • Provides leadership and guidance to proposal team from inception to completion, and interfaces with the program teams and other account executives.
  • Oversees the development of the pricing structure, as well as other contract terms and conditions.
  • Negotiates contracts, including secrecy agreements and joint venture agreements.
    Acts as sponsor during project execution.
  • Performs other responsibilities associated with this position as may be appropriate.

PREFERRED EDUCATION/EXPERIENCE:

  • Bachelor’s degree in engineering or business (or equivalent) and typically 20+ years of diversified experience, primarily within the business development realm of a large, multinational company, is required.
  • Proven track record of selling and delivering technical services to the United States Army.
  • Knowledge and understanding of U.S. Army Space and Missile Defense Command space, surveillance, monitoring, and detection systems with design, test, and integration experience.
  • Must be eligible to obtain and maintain or currently possess a DoD security clearance, TS/SCI clearance would be preferred.
  • Established industry and government relationships and understanding of the Army competitive landscape and acquisition processes for at least 2 of the following:
    • PEO Missiles and Space (M&S)
    • PEO Intelligence, Electronic Warfare and Sensors (IEW&S)
    • PEO Command, Control, Communications-Tactical (C3T)
    • Army Combat Capabilities Development Command (DEVCOM)
    • Army Futures Command (AFC)

SKILLS/COMPETENCIES:

  • A thorough understanding of proposal pricing, contract terminology, negotiations with potential clients, and the Company’s policies and business objectives, is required.
  • A thorough understanding of market development, capture process, proposal pricing, contract terminology, negotiations with potential clients is required. 
  • The incumbent must also possess strong written and oral communication skills, including excellent presentation skills.
  • In addition, an exceptional ability to represent the Company favorably, to develop new clients, and to negotiate with key members of other firms, is also required.
  • Domain knowledge in one or more of the following domains: land-based command and control applications, hardware platform integration (sensors, weapons, C2), space payload integration and development, Space C2Ops, offensive and defensive cyber, SE&I services including MBSE

Salary Range: 

$165,000.00 - $310,000.00

This position is eligible for incentive compensation.
