Job Description
This position is for a remote Instructional Systems Designer (ISD) for support to the Center For Seabees Facility Engineering (CSFE) Port Hueneme, California.
Remote ISDs supporting CSFE shall possess a background in general NAVFAC Facilities Engineering and/or planning and are responsible for:
- Review process for training material under development to ensure that these products will satisfy valid fleet training needs.
- Research and obtain completed training products from outside sources.
- Review these products for training effectiveness and compliance with applicable references and provide recommendations to CSFE regarding their usefulness.
- Review engineering changes, tactical configuration changes, and class improvement programs as part of the change control process, to assist in assessing impact on existing CSFE training, and ensure CSFE personnel receive proposed change packages for assessment.
- Attend applicable Project Update Meetings every two weeks and report project status via the CSFE Project Tracker and MS Project file relative to the applicable effort.
- Assess impacts of technology on tasks.
- Use WEB based collaboration tools (i.e. Microsoft Office M365 Suite, Adobe Connect, etc.), government directed/authorized courseware development authoring tools (all versions) as applicable in coordination with CSFE.

ISD Responsibilities Include But Are Not Limited To**

- Selection of appropriate learning and instructional media to meet learning needs.
- Assist with the structured coordination of planning and execution of product releases across specifically assigned cross functional teams.
- Ensure the completion of all aspects of projects adhering to master plans schedules.
- Analysis of the relationship between training deficiencies and training system modification requirement.
- Conduct needs analysis and assessments to determine the appropriate content.
- Develop training and curriculum products using a systematic approach, adult learning theories, learning technologies, and industry best practices for instructional design.
- Development or updating of Instructional materials.
- Development or updating of training curricula materials.
- Development or updating of training assessments.
- Development or updating of Interactive Multimedia Instructional (IMI) products.
- Be an energetic self-starter, able to develop a personal day-day schedule based on project schedule deadlines while also complying with customer meeting schedule.

Required Qualifications And Skills
- US Citizenship required.
- Must be able to obtain “Secret” security clearance required.
- Knowledge and experience necessary to Design and Develop curriculum for Instructor-Led-Training (ILT), Integrated Learning Environment (ILE) and Interactive Multimedia Instruction (IMI) training.
- Bachelor’s degree in education/psychology/Instructional Systems Design or associated degree is required.
- Accredited course work (study) in at least three of the following areas:
- Principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
- Techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
- Techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
- Application of instructional technology in education and training, including learning management systems, learning assessment systems, and, or gamification techniques for learning.
- A broad understanding of current technical issues and training system design and development trends.
- Conducted analyses to identify and validate training requirements, documenting results of analyses, and developing and recommending alternative training strategies for decision-maker consideration.
- Developed training planning data, including resource requirements for initial, interim, and follow-on training requirements, and recommendations, justification, and impacts.
- Ability to read, interpret, organize, and synthesize source material into well-written, concise learning products.
- Ability to apply Integrated Learning Environment principles and guidelines for the design and development of training products.
- Ability to develop learning strategies, assessment strategies and author training products to close identified training gaps.
- Ability to communicate directly with clients-effectively and tactfully.
- Ability to work independently.
- Proficient in Microsoft Office software (Visio, Excel, Word, etc.).
- Strong written and Verbal communication skills.
- Ability to learn and establish a working knowledge of military terminology.
Additional Valued Qualifications And Skills
- 5+ years’ experience in instructional systems analysis, design, and development.
- 5+ years of experience in the instructional system design process (PADDIE).
- 3+ years of experience in the development of Instructor-Led-Training (ILT).
- Knowledge of learning theory and the principles, methods, practices, and techniques of one or more specialties of the instructional systems field.
- Experience developing Navy eLearning (NeL) courseware that is, at a minimum, Sharable Content Object Reference Model (SCORM).
- Experience in cradle-to-grave support in the development, acceptance, and hosting of content on NeL, to include the Content Hosting and Report Management Service (CHaRMS), TestTrack, and Government Content Acceptance Testing (GCAT) processes and account management.
- Developed performance-based training materials in the CPM, AIM II/LOM, Adobe Captivate®, Video Simulation (VSIM) and Word template formats that support the follow-on training requirement.
- Experience developing tests in the Questionmark® Perception® (QMP), Moodle, or approved equivalent assessment management system approved by the government.
- Technical proficiency with the Authoring Instructional Material (AIM) II, AIM Content Planning Module, and AIM Leaning Object Module software applications.
- Ability to perform analysis of data Job Duty Task Analysis, Front End Analysis, and Business Case Analysis for courseware development.
- Experience in the learning theories such as:
- ISD-Instructional System Design (ADDIE or similar)
- Bloom’s Taxonomy
- Gagne’s Nine Events of Instruction
- Collaborative Constructivist Learning
- Problem-based Learning
- Cognitive Theory of Multimedia Learning
