Job Description:

This position is responsible for the auditing and reconciliation for state and federal grant funds along with funding from private sector sponsors, state appropriations, revenue, and LSU Foundation. 

Job Responsibilities:

Serves as Cost Center Manager for CC00310. Approves, audits and reconciles expenditures on the accounts in the cost center. Ensures that each Omnibus cycle does not exceed 10% in budget categories or overdrafts and communicates to ensure potential overdrafts are cleared. Audits and tracks Coastal Sciences Assistantship Program (CSAP) to ensure all GAs are in places as required. Coordinates and audits invoicing and progress reports with Coastal Protection and Restoration Authority (CPRA) and other universities to ensure accuracy and completion. Assists in the development and projections for spending accounts to meet various deadlines and state spending freezes / budget cuts when ordered. Monitors expenditure and budget deviations as well as  recommends re-budgeting and adjustments. Serves as budgetary back up for the department. (40%)

Works with all Procurement tasks for the department. Completes all professional service contracts and other contracts that need to be developed through the procurement system. Makes sure all expenses from these contracts are completed and paid to make sure accounting is up-to-date with expenditures. Works with all Procurement staff and communicates with them often to continue to keep procurement regulations current in Louisiana Sea Grant. Communicates any changes of regulations to the rest of the Louisiana Sea Grant's Accounting department. Serves as Primary Asset Custodian for department, tracking all inventory and initiating transfers and surplus requests. (25%)

Oversees personnel budget and employee costing allocations by maintaining the spreadsheet which determines the department's potential salary savings. Communicates this information with the HR Manager to help determine monthly funding sources for employee efforts. Coordinates and reviews employee personnel effort allocations as the Effort Certification Reviewer making changes as required and initiating Payroll Accounting Adjustments (15%)

Manages business operations for multiple accounts to include the reconciliation of the ledgers & extraction of pertinent information for discussion with PIs & funding agencies.  Manages all post-award grant expenditures through the auditing & reconciliation of account ledgers regarding procurement, travel, LaCarte & other expenditures by maintaining new department accounting system to ensure data accuracy. Serves as point of contact with SPA to ensure compliance and expenditure allowability with state, federal and local guidelines. Prepares accounting adjustments as needed. (15%)

Minimum Qualifications:

Bachelor's Degree in Accounting, Business or related field and one (1) year of experience in job related duties.

Preferred Qualifications:

Master's Degree and two (2) or move years experience in job related duties. Understanding of university environment. Have knowledge of university policies and procedures for travel and LaCarte cards. Knowledge of university and other computer software systems including LSU's Workday and Microsoft Office.

Physical Demands:

Physical ability and eye-hand coordination necessary to use a computer terminal, copier, telephone and other standard office equipment; ability to sit in the same position for extended periods (5.5+ hours a day) at a time using continuous hand motions when entering data into the computer system.

Additional Information:

LSU requires the COVID-19 vaccine for all students, faculty, and staff or mandatory monthly testing. New employees must either submit proof of vaccination by October 15, 2021 or within three (3) days of their official start date, otherwise be entered into the mandatory monthly testing protocol beginning in November 2021.
