Description of Work Unit
CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University (CSU). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and within CSU to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.

Position Summary
CSU/CEMML is hiring a National Environmental Policy Act (NEPA) Specialist (Remote) with cultural and/or natural resource regulatory compliance experience to support NEPA compliance efforts at Lackland, AFB in San Antonio. This position will provide support to government staff in determining appropriate AF approaches to meeting environmental requirements for NEPA/EIAP.

This role is remote, but 1-2 weeks of in-person work at Lackland AFB at the start of the position is required. Occasional visits to Lackland AFB will also be required.

Required Job Qualifications
  • Bachelor’s Degree in Anthropology (Archaeology); Biological Sciences; Natural Resources
  • At least three (3) years of demonstrated experience responding to regulatory requirements pursuant to the National Environmental Policy Act (NEPA)/Environmental Impact Analysis Process (EIAP) and functional knowledge of one or more of the following: Sikes Act; U.S. Fish and Wildlife Service (USFWS); Endangered Species Act (ESA); Coastal Zone Management Act (CZMA); Wetlands delineation and permitting; Marine Mammal Protection Act (MMPA); National Historic Preservation Act (NHPA); National Oceanographic and Atmospheric Administration (NOAA) requirements.
  • Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.
  • The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position

Preferred Job Qualifications
  • Master’s Degree in Degree in Anthropology (Archaeology); Biological Sciences; Natural Resources
  • Demonstrated experience with one or more of the following: Air Force Natural Resources management including AFMAN 32 -7003; Integrated Natural Resource Management Plans (INRMP); Integrated Cultural Resources Management Plans (ICRMP); compliance with cultural and natural resources regulations and related Executive Orders;; consultations for NEPA/EIAP projects; biological evaluations, biological assessments, and biological opinions; coordinating NEPA and Section 106 compliance procedures
  • U.S. Air Force project planning or management experience.
  • Ability to manage and oversee NEPA projects.
  • Experience with tribal consultation and/or treaty-protected tribal resources
