Description of Work Unit
CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University (CSU). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. Position Summary
A Tribal Cultural Resources Specialist position is being advertised with the Center for Environmental Management of Military Lands (CEMML) to provide technical expertise and program support for Cultural Resources and Tribal Consultation activities associated with the Sentinel Weapon system deployment and decommissioning of the Minuteman III ICBM. This position directly supports the Air Force Nuclear Weapons Center’s Sentinel System Program Office (Sentinel SPO) and coordinates with the Air Force Civil Engineer Center, and elements of the Air Force Global Strike Command. The duty station for this position is remote/telework with occasional travel 1-5 nights per month.

The Tribal Cultural Resources Specialist, under the supervision of CEMML Cultural Resources Specialist, shall ensure a Tribal voice and perspective is incorporated into all project documents throughout the production process; assist in coordinating and conducting Tribal consultation meetings; provide technical expertise, guidance, management support, and oversight for the Sentinel SPO regarding National Historic Preservation Act Section 106/110 consultation and documentation from the perspective of Tribal governments; review project documents (work plans, schedules, and technical reports); develop Archaeological Resource Protection Act (ARPA) and/or Native American Graves Protection and Repatriation Act (NAGPRA) plans of action that address inadvertent discoveries; assist in review and development of Integrated Tribal Relations Plans (ITRPs) for AFGSC installations; assist with the identification and evaluation of archaeological sites, Sites of Tribal Significance, and Traditional Cultural Properties; technical report reviews and revisions; provide technical expertise and support for media and advocacy materials; provide technical expertise in geospatial mapping related to the management of cultural resources, historic/prehistoric properties, and Tribally important resources; and develop, manage, and organize cultural resources data and associated files. As a member of the Center for Environmental Management of Military Land’s (CEMML) Sentinel Cultural Resources program, adherence to the executed Programmatic Agreement is critical. This position will routinely interface with Sentinel SPO leadership, SPO NEPA Program Managers, Cultural Resources Subject Matter Experts (SMEs), AFCEC Program Managers, Tribal Historic Preservation Officers, Traditional Cultural Specialists, and cooperators and contractors supporting the Sentinel program.

Required Job Qualifications
  • MS/MA in anthropology, history, indigenous studies, ethnic studies, or closely related field.
  • Minimum 2-years of relevant post-graduate professional experience
  • Demonstrated leadership and expertise in cross-cultural communications and government-to-government consultation.
  • Be an enrolled member of a Federally recognized American Indian Tribe.
  • Experience working with a wide range of data and information, maintaining organized details, and consistently meeting deadlines.
  • Experience conducting document reviews for technical sufficiency and compliance
  • Have a thorough understanding of most standard computer programs.
  • Experience communicating technical information clearly and concisely, both orally and in writing
  • Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.
  • The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.

Preferred Job Qualifications
  • The most highly qualified candidates will possess knowledge and experience in the history, cultures, and archaeology of the Great Plains; especially the cultures and histories of the 57 Tribal Nations consulting on the Sentinel Programmatic Agreement.
  • Greater than 2-years of relevant post-graduate professional experience
  • Experience with established approaches and procedures regarding Tribal consultation.
  • Familiarity with DoD government-to-government Tribal consultation procedures
  • Familiarity with federal environmental and historic preservation law and their implications for native peoples, including but not limited to the National Environmental Policy Act (NEPA), the National Historic Preservation Act (NHPA), the Archaeological Resources Protection Act (ARPA), the Native American Graves Protection and Repatriation Act (NAGPRA), The American Indian Religious Freedom Act, and Executive Order 1300.
  • Strong understanding of Department of Defense mission, and military culture in general, is preferred.
  • Working knowledge of SharePoint systems.
  • Working knowledge of ArcGIS.
