Job description

Summary:

The Programmer Analyst is an information systems professional who designs, documents, develops, tests, implements, and maintains software systems and programs that support the Health Plans, Inc. operational environment. Objectives and specifications are supplied by the user. The Programmer Analyst validates the system specifications for completeness and interactions with other systems already in place or planned.   If anomalies are discovered the Programmer Analyst will negotiate with the user to modify the specifications and/or objectives to insure the program or system developed will satisfy the desired objectives and not adversely affect other systems. Programs may be very complex in nature, coded in various programming languages, and implemented on multiple hardware platforms and operating systems.


Duties and Responsibilities:

  • Develop application code to meet business requirements
  • Code, test and document program changes
  • Form unit and integration test plans and create implementation plans
  • Interface with internal associates to identify business opportunities for efficiency improvements
  • Review project requests and recommend program modifications
  • Prioritize projects and tasks in a fast-paced environment
  • Complete all required documentation to meet IT department standards
  • Adhere to privacy and confidential and proprietary company policies and procedures (i.e. HIPAA)
  • Participate in training and educational activities as necessary
  • Maintains current knowledge of existing and emerging programming languages and techniques.
  • Acquires and maintains a high level of knowledge of the Data and Databases that support the Core Applications at Health Plans, Inc.
  • This position shares responsibility for providing support for off shift Computer Operations issues.
  • Implements and adheres to all Health Plans, Inc. Policies and Procedures
  • Other duties as assigned.

Education Requirements:

  • High School Diploma or equivalent education
  • Bachelor's degree preferred

Experience Requirements:

  • Experience with Java Script and AJAX a plus
  • Minimum 3-5 yrs of programming experience
  • Web Development (ASP.Net)
  • In-depth knowledge of Microsoft .Net technologies including Visual Studio, SQL Server, SQL Express, Stored Procedures, Web Services, VB.Net, and XML 
  • X12 EDI formats, SSRS, SSIS
  • Health Care IT experience with knowledge of HIPAA Transaction Standards a plus
  • Advanced interpersonal skills including patience, persistence, and flexibility as well as the ability to establish and maintain effective working relationships with client, peers, and others
  • Effective critical thinking and problem solving skills in addition to attention to detail
  • Initiative and ability to adjust to changes in policy/procedures
  • Proven ability to work in a fast moving environment and meet deadlines
