Job description

Job Overview

We are seeking a highly skilled Technical Specialist and Subject Matter Expert (SME) for the AASHTOWare Project’s Civil Rights and Labor (AWP CRL) and Data Analytics modules. This remote position, ideally suited for individuals within a commutable distance to Raleigh, NC, is a two-year contract role offering the opportunity to influence critical projects that transition legacy systems to modern web-based solutions.

Key Responsibilities

  • Define system requirements for migrating existing paper-based processes and legacy applications to an advanced web platform.
  • Serve as an authority on AWP modules/products, ensuring comprehensive understanding among team members regarding technical and functional concepts.
  • Collaborate with Product Managers to document specific use cases for the North Carolina Department of Transportation (NCDOT), focusing on electronic certified payroll and Disadvantaged Business Enterprise (DBE) goals.
  • Develop Use Cases, Test Cases, and Test Scripts, and implement UX modifications utilizing XML.
  • Oversee the quality governance of e-CP and other AWP features, striving for optimal output quality and adherence to AWP implementation best practices.
  • Support product initiatives post-launch and facilitate integrations with existing NCDOT applications, such as SAP and SharePoint.
  • Engage with NCDOT leadership to gather requirements and demonstrate system capabilities.
  • Collaborate with analysts to decompose designs into actionable milestones and communicate progress effectively to both technical teams and business stakeholders.
  • Coordinate testing validation and rollout for functional components, ensuring customers receive adequate training and support materials.

Required Skills

  • In-depth knowledge and experience with AASHTOWare Project CRL and Data Analytics modules.
  • Familiarity with DOT preconstruction, letting, and certified payroll processes.
  • Proven ability in constructing complex analytics queries and dashboards.
  • Experience in business analysis and Agile methodologies, particularly SCRUM.
  • Comprehensive understanding of the Agile development lifecycle within a state-level Department of Transportation (DOT).
  • Proficiency in developing Use Cases, Test Cases, and Test Scripts, along with reporting skills using SQL and XML.

Qualifications

  • Strong foundational knowledge of application development and architectural principles.
  • Extensive experience in building complex analytics solutions, particularly in an Agile/DevOps setting.
  • Proven track record in the transportation or public sector, especially concerning AASHTOWare Project modules.
  • Relevant degree in Computer Science, Information Technology, or a related field; a Bachelor’s degree is preferred but equivalent experience will be considered.
