This position is fully operational at handling medical billing and Rule violation disputes that come into the unit through the Medical Dispute Resolution (MDR) process. Annually the unit handles approximately 1,000 -2,000 cases. This requires a working knowledge of Rules 11, 16, 17 and 18, as well as a comprehensive understanding of billing practices and proper use of CPT® (Current Procedural Terminology) codes. This position is responsible to review the details of the submitted case in their entirety and determine if a Rule violation has occurred. Judgment is needed in locating and selecting the most appropriate of these Rules, if applicable, which may be different for each case. When no Rule violation has occurred, courses of action may include recommendations and/or education to one or both parties in an attempt to facilitate a voluntary agreement.
As part of the MDR process, this position audits insurance carriers’ and self-insured employers’ (insurers) medical bill payments for compliance with the Act and Rules 11, 16, 17 and 18. Position analyzes data, issues formal findings, negotiates agreements and issues final reports with summaries of deficiencies . Provides recommendations to management based on audit findings to aid in the development of follow-up action and future policy decisions. These duties require working knowledge of Rules 11, 16, 17 and 18, a comprehensive understanding of billing practices and the ability to work within pre-established timeframes and effectively communicating with payers, providers and unit staff. This duties also require a comprehensive understanding of the proper application of CPT, RBRVS (Resource Based Relative Value System), APCs (Ambulatory Payment Classifications), MS-DRGs (Medicare Severity Diagnosis Related Groups), AWP (Average Wholesale Price), DMEPOS (Durable Medical Equipment, Prosthetics/Orthotics and Supplies) pricing, and the ability to perform mathematical calculations.

Minimum Qualifications
Experience Only:
Five (5) years of relevant experience in an occupation related to the work assigned to this position to include: medical billing, bill review/adjusting, and/or medical bill auditing.
OR
Education And Experience
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to five (5) years.
Preferred Qualifications
- Certified Professional Coder
- Performing duties similar to those assigned to the position as a classified State of Colorado employee.
Competencies
- Demonstrated ability in problem solving, multitasking and time management.
- Ability to work within pre-established timeframes.
- Effective oral and written communication skills.
- Ability to interpret laws, regulations and Rules as they apply to medical payments and disputes.
- General knowledge of professional and facility billing.
- Comprehensive understanding of the appropriate assignment of healthcare codes.
