JOB DESCRIPTION AND POSITION REQUIREMENTS:
We are searching for multiple self-motivated, customer-service oriented, and analytical thinkers to join our team as Pricing and Proposal Analysts in our Proposal Office at the Applied Research Laboratory (ARL) at Penn State University. ARL’s purpose is to research and develop innovative solutions to challenging scientific, engineering, and technology problems in support of the Navy, the Department of Defense (DoD), and the Intel Community (IC).

You will:
Assist Principal Investigators and Technical Staff with cost estimating
Review, evaluate, and assist the proposal team with solicitation requirements and perform compliance reviews to ensure requirements are met
Analyze, review, prepare, and process proposals and budgets including, but not limited to, firm fixed price, cost plus fixed fee, and time and materials to various federal agencies and industrial sponsors
Monitor deadlines and coordinate with proposal team to ensure timely proposal submission and resolve deficiencies
Suggest improvements in processes related to the review, analyzing, and processing of proposal requirements
Contribute ideas to functional development and implementation of automated electronic web-based proposal processes; including system requirement development and system testing
These positions will be filled at the Professional level. Minimum requirements include an Bachelor’s degree; or an equivalent combination of education and experience.
Required skills/experience areas include:
Exposure to or experience in cost estimating, budgeting, and financial analysis processes
Past success managing multiple projects and tasks with strict deadlines
Previous success with collaborations in a diverse, multi-disciplinary, team-oriented culture
Past success in providing ideas in written form for clear comprehension to an audience
Ability to express yourself and ideas successfully to others in order to provide understanding
Preferred skills/experience areas include:
Penn State financial policies, procedures, and systems, such as SIMBA, SAP (Concur), and SIMS or similar financial systems
Background in Department of Defense (DoD), federal government, or military
Microsoft Office (Word, Excel, and Outlook)
Exposure to or understanding of formal Request For Quotations (RFQs, RFPs, RFIs, etc.) and sponsor requirements
Current eligibility for access to classified information at the Secret level or higher and may be subject to a government background investigation to upgrade clearance eligibility, if required
Depending on your experience level and office needs, your working location can be fully-remote or a hybrid on-site/work from home, located in State College, PA. You must have the ability to travel to State College, PA, for meetings, etc., as needed.

The salary range for this position, including all possible grades is:
$56,200.00 - $81,500.00Salary Structure - additional information on Penn State's job and salary structure.
