Job Summary:

This position is located in the Military Sealift Command (MSC) Force Medical Department (NO2H). MSC has the responsibility for the control, operation, and administration of ocean transportation by government-owned or commercial vessels of personnel, cargo, and petroleum for agencies of the Department of Defense (DoD), and as authorized or directed, for other agencies and departments of the United States.  

 

The Clinical Support Branch office implements and enforces MSC occupational medical clearance standards and policy for Civilian Mariners (CIVMARs) and contract mariners employed aboard MSC ships. The same standards are also applied to all MSC applicants and coordinates actions with the CIVMAR Support Center (CSC) and the MSC Employment Department. 

 

Advises the Force Surgeon on clinical guidelines for policy development regarding physical examination standards and implements and enforces those medical clearance standards and policies for CIVMARs through the direct monitoring and review of CIVMAR medical examinations and evaluations while supporting the expeditious crewing of ships.  

 

The Clinical Branch contributes to policy development and maintains oversight and control of contract mariner compliance with physical standards. Executes the MSC physical exam waiver process utilized with the Operating Company and Union’s medical physical examination providers. 

 

The Clinical Branch contributes to the development and evaluation of medical metrics and coordinates and promotes health and wellness programs.  

 

The Clinical Branch provides Case Management oversight to long term Not Fit for Duty cases and works with Labor Employee Relations Department in determining the best course of administrative action.  

 

The purpose of this position is to ensure that adequate and complete occupational and personal medical care for MSC mariners is both provided and current, which will reduce or minimize unhealthy conditions and mitigate risk of sudden incapacitation while at sea. The AuD ensures that the mariner meets minimum medical standards to be eligible for shipboard assignment and thus reduce the incidence of medical repatriation and shipboard medical incidents that may jeopardize the ship’s crew and mission. The work affects the physical and psychological wellbeing of all crew members. This entails assignment and review of patient care using both current medical and occupational industrial hygiene standards and incorporating new directives and regulations into action plans. 

Location:

Within a reasonable commuting distance to Norfolk VA or San Diego, CA.

While the position is primarily telework, for initial and ongoing training requirements and for situations where telework is not possible (i.e. power outages, loss of home internet access), the Audiologist will be in an office setting at the Norfolk MSC Medical Office.

Duties and Responsibilities:

  • Serves as subject matter expert and provides independent management and oversight of Hearing Conservation Programs (HCP) and hearing loss prevention efforts for MSC.
  • Maintains a comprehensive directory of HCP stakeholders and noise hazard command program enrollment data.
  • Conducts individualized program reviews for supported noise hazard commands.
  • Provides aggregate program assessment data and Ad Hoc reports to the Force Surgeon, Force Medical Officer, and Safety Managers regarding adherence to regulatory requirements, hearing injury rates, Occupational Safety and Health Administration (OSHA) recordable hearing losses, and other fundamental program performance measures and metrics.
  • Continually monitors data for trends that impact program implementation and outcomes, and proactively communicates these findings, along with improvement opportunities, to noise hazard command leadership to identify appropriate replacement products.
  • Collaborates with Commanders, Safety Managers, employee supervisors, and medical professionals to investigate workers’ hearing loss, provide professional reviews on hearing injury and work-relatedness, develop, and implement sound program strategies, reduce occupational and operational hearing loss, and improve program performance.
  • Conducts targeted/tailored hearing loss prevention outreach campaigns, noise mitigation initiatives, group hearing conservation education and training seminars, on-site noise hazard worksite assessments, and provides consultative program support for fleet and shore commands.
  • Provides formal and informal assessment findings, after action recommendations, and written program performance reports.
  • May assist the Department of Labor of Workers Compensation Program (OWCP) with analyzing compensation claims and providing individual professional review.
  • Reviews and certifies all audiograms completed in network.
  • Works with MSC Audiometric Technicians to ensure data is properly entered into The Defense Occupational and Environmental Health Readiness System-Hearing Conservation (DOEHRS-HC).
  • Performs quality assurance checks on data entered by technicians to ensure data integrity.
  • Trouble-shoots or performs corrective actions on any incorrectly/inappropriately entered data.
  • Reviews any comprehensive diagnostic audiological assessments and procedures performed by a non-DoD audiologist and makes critical patient medical qualification and disposition determinations.
  • Analyzes audiology assessment outcomes to further appraise the auditory performance of the workforce in relation to preemployment standards, job placement, qualifications, operational readiness, special duty assignment selections, hearing impaired work restrictions, retirement and disability factors, job certification and licensing, continued exposure to noise hazards, and medical-legal documentation.
  • Identifies patients with clinically significant hearing loss and arranges appropriate follow-on care.
  • Coordinates evaluation of CIVMAR HCP-enrolled patients exceeding established hearing sensitivity levels to determine employee medical qualification to safely continue working in hazardous noise environments and/or to perform essential duties that require specific hearing skills or ability.
  • Assesses hearing readiness and AFFD through conducting an exhaustive review and documenting auditory, medical, employment, and noise hazard histories; reviewing comprehensive audiology examinations; assessing worksite communication requirements; determining the potential for continued hearing degradation; and assessing impact and potential consequences of miscommunication on employee safety and job productivity.
  • Collaborates with employee supervisors, command leadership, Safety Managers, Industrial Hygienists, and Human Resources for workplace medical qualification determination for employees with significant hearing loss.
  • Provides expertise and professional consultation to noise hazard commands/leadership on Hearing Protection Device (HPD) and tactical Communication Device technology.
  • Maintains current knowledge on the latest devices through collaboration with industry leaders, product manufacturers, and market vendors, and through proactive investigation of new products.
  • Recommends appropriate, effective products based on noise type, noise hazard level, employee occupation/profession, communication requirements, and other pertinent situational, tactical, and environmental factors.
  • Perform duties in a safe manner. Follows the corporate safety policy. Participates and supports safety meetings, training, and goals. Ensures safe operating conditions within area of responsibility.
  • Encourages co-workers to work safely. Identifies “close calls” and/or safety concerns to supervisory personnel.
  • Maintains a clean and orderly work area.
  • Assists in active implementation of company initiatives to ensure compliance with OSHA VPP, ISO, JCAHO, AAAHC, and other mandated regulations/standards.
  • May serve on the OSHA VPP, Safety, and Wellness Committees.

Qualifications:

  • Degree of Audiology (Au.D.) from an accredited institution, or equivalent experience.
  • Must possess current HIPAA certification or the ability to obtain certification Current license to practice medicine.
  • This position must possess a Council of Accreditation and Occupational Hearing Conservation (CAOHC) certification and be familiar with OSHA and DOD guidelines.

  • Proficiency with computer and common office equipment, as well as with MS Office Suites, Visio, Adobe Pro DC are required.

  • This position must have experience with medical policies, regulations, procedures, and medical equipment.
  • This position must be able to work well with other staff members and support the Site Managers’ efforts to build an effective and efficient team.

Preferred Qualifications:

  •  Previous DOERHS-HC experience desired.
  • Previous experience in occupational medicine desired.

Physical Requirements and Work Conditions:

  • Work is normally performed in a typical interior/office work environment.
  • Work involves sitting and standing for prolonged periods of time and lifting up to 45 pounds.
