Program: Realistic health system planning is key to achieving sustainable improvements in health outcomes. With funding from the Bill & Melinda Gates Foundation (BMGF), R4D is conducting a landscaping review of countries’ current health system design and planning practices. This exercise will serve to identify best practices and lessons learned in both low-income and high-income settings and provide recommendations on how to improve planning processes in line with realistic resources and population needs. The review will explore key themes such as whether and how health system planning aligns with strategic plans, the extent to which planning is integrated into annual budgets, how often health sector planning decisions are made, and how responsibilities are shared across government entities.
 
The team has begun the work by developing a typology to describe aspects of health system design and planning processes. It includes contextual factors such as political economy and health system, process factors such as governance arrangements and priority setting methods, and inputs such as related policies and data/technology.
 
This descriptive typology will be applied through a literature review, focused on the major reforms that have taken place in each of five countries: Ethiopia, Indonesia, Bangladesh, Estonia, and Turkey. Additional information and insights will be pursued through consultations with experts in the form of key informant interviews.

Opportunity:
R4D is seeking a consultant to guide the team’s research on Turkey, and lead on key informant interviews. We anticipate these interviews will be recorded and transcribed using an ai software. The individual will help develop the KII guide, carry out interviews, and distill key findings to support the overall analysis. The consultant may also serve as a key informant, depending on familiarity with the topic.
 
The consultant will also support literature review by suggesting and sharing important documents to include, drawing out key considerations for the planning effort(s) in question).
 
Responsibilities:
The consultant will work closely with the R4D team to:
•Review overall scope and objectives, and carefully familiarize with the typology developed
•Apply the typology of health system design and planning processes to guide subsequent data collection, analysis and interpretation of findings.
•Provide inputs to finalize the key informant interview guide and lead/facilitate identification of key informants (aiming for 4-5)
•Lead key informant interviews (with participation from R4D core team member), and develop concise interview summaries that capture key themes, insights, and any gaps or contradictions
•Actively contribute to the development of a shared understanding of key findings across data sources.
•Source relevant global evidence and best practices where possible.
•Review and provide constructive and strategic feedback on final deliverables.
•Other responsibilities as mutually agreed upon between the consultant and the R4D team.

 
Deliverables:
The consultant will work closely with the R4D team throughout the life of project, and will be expected to contribute to project deliverables, including:
•Key informant interview guide
•Transcripts (using otter.ai or other tool) of recorded interviews
•Summary of key findings and major insights gleaned from each interview
•Support and inputs to analysis of country data gathered from lit review and KII 
•Inputs to and reviews of final report and slide deck

 
Qualifications:
·       10+ years relevant work experience in leading and implementing health-related research and policy reform initiatives, including national-level health system design and planning
·       Demonstrated experience (including consultancies) working in the international health sector in collaboration with senior/executive-level government representatives and donors, including in limited-resource environments
·       Experience in providing technical assistance in health system strengthening and planning
·       Strong relationships with stakeholders in the health system will be considered an asset
·       Demonstrated fluency in qualitative and quantitative analysis
·       Excellent verbal and written communication skills
·       Professional fluency in English

Level of Effort:
·       The estimated period of performance is 2 months (February - March 2025).
·       The specific number of days for the contract will be agreed upon based on final scope of work.
