Job description

This is a remote position.

Client leads the planning and coordinates the integration of patient-centred clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

The Health Care Retention and Recruitment Office (HCRRO) reports to Manitoba Health, Seniors, and Long-term Care and is responsible for recruitment and retention of health care employees including physicians, nurses, paramedics, health care aides and allied health professionals in the province of Manitoba.  Working in collaboration with Service Delivery Organizations (SDOs) and other areas of government, the HCRRO will increase health system resources by addressing barriers to recruitment, simplifying processes, and implementing modern recruitment and retention strategies.

The project focus will be on establishing and supporting systems to recruit individuals living in Manitoba but not working in the health system, as well as Manitobans studying or working outside the province. New initiatives will include working with regulatory colleges and other departments in government to increase training and learning opportunities to create clear pathways to meet licensing requirements.

Mandatory Requirements
  • Bachelor’s degree in Computer Science. Proof of the degree shall be provided with the response.

  • Microsoft Certified Power BI Data Analyst certification. Proof of the certification shall be provided with the response.
Skill and Experience
  • 5 years’ experience performing business analysis including developing models for operational service delivery and synthesizing findings to present to key stakeholder groups for decision making. Examples should include consolidating stakeholder input with data analysis to present findings to leadership teams to develop future state models, perform gap analyses, and develop transition plans for future state models.  The response should include at least 2 examples including duration of the project or work that total at least 5 years.
  • 5 years’ experience implementing projects in a healthcare environment. Experience should include analysis of healthcare service delivery and working with clinical stakeholders. The response should include at least 2 examples including duration of the project or work that total at least 5 years.
  • 5 years’ experience facilitating organizational capability redesign activities whose primary driver is that of improving system efficiency and effectiveness. Activities should include developing recommendations, conducting reviews and workshops with stakeholders, and obtaining approval with executives and senior leadership in the organization. The response should include at least 2 examples including duration of the project or work that total at least 5 years.
  • 5 years’ experience as a team lead or project manager leading teams of analysts and consultants. Experience should include planning and coordinating analysis activities and developing project plans. The response should include at least 3 examples including the duration of the project or work that total at least 5 years. 
  • 2 years’ experience participating in provincial or state-level transformation of healthcare services including targeted service improvements and healthcare service consolidation with a focus on home and community care. The response should include at least 1 example including duration of the project or work that totals at least 2 years.
  • 5 years’ experience performing analysis and implementing change in a healthcare environment. Experience should include analysis of service delivery activities, facilitation with key stakeholders, and assisting the business through change and transformation. The response should include at least 2 examples including duration of the project or work that total at least 5 years.
  • 1 year of experience participating in health human resource planning, recruitment and retention improvement initiatives. The response should include at least 1 example including duration of the project or work that totals at least 1 year.
