POSITION SUMMARY:

The Operations Manager for Nursing Resource Management is responsible for developing and managing comprehensive staffing plans for nursing departments, creating and analyzing models, reports, and strategies related to labor, productivity, position control, and benchmarking. This role ensures alignment with operating budgets, controls costs, and resolves budget variances. The manager contributes to FTE, salary, non-salary, and capital budgets, tracking changes throughout the fiscal year and providing detailed analyses and summaries for senior leadership. They serve as an educational resource for nursing leaders, teaching workforce management concepts such as Hours Per Patient Day (HPPD), volume trends, core and flex staffing, and hiring strategies to optimize shift and weekend coverage.

This position also tracks key budget metrics, including volume, overtime, sitter usage, and non-productive labor, while monitoring workforce changes, vacancies, and turnover. Collaborating with HR and ACNOs, the manager supports hiring plans and predicts workforce impacts from orientees and travelers. The role contributes to hospital-wide initiatives, such as IT system implementations (Kronos, Workday), labor management, and financial forecasting, and performs ad-hoc analyses on staffing needs for surge spaces, furloughs, and unit relocations. Additional responsibilities include coordinating capital processes for new equipment, analyzing major supply cost shifts, and supporting the Director of Financial Planning and the Chief Nursing Officer with financial analyses, union grievance responses, and ad-hoc reporting. The manager also creates training materials, conducts educational sessions, processes invoices and reimbursements, and provides analytical support during union negotiations. This multifaceted role is critical to optimizing nursing operations and resource management.

ESSENTIAL RESPONSIBILITIES / DUTIES:

Review and create staffing plans for nursing. Create and analyze nursing models, reports and strategies pertaining to labor, productivity, position control, benchmarking, and recommend changes to adhere to operating budgets, control costs, and resolve budget variances. Contribute to FTE, salary, non-salary and Capital budgets for the nursing departments. Track changes made during the course of the budget process and all re-budgeting efforts throughout the fiscal year. Monitor up to date list of baseline FTEs by job code. Provide analysis and summaries to Senior Leaders as needed through the budget process and for the final budget package. Be an educational resource to nursing leaders - teach core concepts of Nursing workforce management to include HPPD, volume trends, core staffing, flex staffing, hiring to optimize shift and weekend coverage. Track various budget metrics: volume, overtime, sitters and non-productive labor usage Track changes in the workforce. Track vacancies and new hires. Run Turnover analysis by tenure. Work with HR and ACNOs on hiring plans. Predict workforce impact of orientees and travelers to inform hiring plans. Contribute on hospital-wide initiatives such as: IT implementations (Kronos, Workday, and Productivity), Labor Management working groups, Financial Forecasting. Work with all levels of management and perform multiple ad-hoc analyses, such as: staffing required for surge spaces, furlough impact, unit relocation. Partners with Nursing Product/Equipment representative to coordinate Capital process to purchase new items. Monitor usage of equipment rentals (beds, wound vacs, etc). Analyze major shifts in supply costs. Supports the Director of Financial Planning in the financial analysis of key initiatives such as new programs, new technology acquisitions and expansion of services. Supports the Chief Nursing Officer with ad hoc financial analysis, including providing assistance with analysis of budgets, overtime analysis, and data for responses to union grievances. Creates training materials for Nursing and other Hospital departments and conducts educational sessions as needed. Provide analytical support during union negotiations. Process all submissions to AP for invoices, and employee reimbursements for Division of Nursing. Performs other duties as assigned or necessary

 Job Requirements

EDUCATION:

Bachelor’s Degree in a related field. Masters preferred.

CERTIFICATES, LICENSES, REGISTRATIONS REQUIRED:

EXPERIENCE:

Required:

7 years’ experience required from operations, finance, or administration within a healthcare organization.  5 years of experienced may be considered for candidates with a Master’s degree in a related field.

Additional Experience Desired:

  • Knowledge of Nursing budget standards, DHPPD, and staffing models

  • Experience with Nursing unit benchmarking

  • Experience with Kronos

  • Experience in organizing, planning, and executing projects from vision through implementation

KNOWLEDGE, SKILLS & ABILITIES (KSA):

  • Significant experience and abilities related to the development and management of budgets.

  • Strong analytical skills and ability.

  • Understanding of various financial methodologies with expert knowledge in nursing organizations.

  • Superior computer experience: spreadsheet and word processing software and the ability to train others.

  • In depth mastery of productivity: establishing benchmarks, optimizing schedules to improve performance.

  • Identifying and tracking process improvements in labor management.

  • Ability to function in a fast paced, changing environment.

  • Ability to handle multiple priorities.

  • Experience in process improvement and project management.

  • Excellent interpersonal skills needed to effectively interact with Hospital personnel and establish and

maintain effective relationships with senior leaders, management, staff and other stakeholders.

  • Strong qualitative, analytic and problem solving skills to evaluate all aspects of a problem or opportunity and draw valid conclusions to make or facilitate appropriate and timely decisions.

  • Ability to communicate effectively in writing with intermediate to advanced proficiency in Word, Excel and PowerPoint.

  • Understanding of project management concepts in planning and implementing multiple projects in a cross functional environment.
