About the team

The role sits within the regulatory and policy group within Telstra’s Sustainability, External Affairs, and Legal team (SEAL). The SEAL team engages with our external stakeholders to support the business, shapes and influences outcomes, builds and maintains relationships with government, regulators and media, and helps mitigate legal and regulatory risk

The role with us

We are seeking a skilled engineer who is, or is capable of becoming, an experienced and trusted regulatory advisor who can provide expert advice about the regulatory environment to support Telstra’s strategic objectives.  A core focus of the role will be on providing advice to our business about the regulation of Telstra’s services and its network, along with supporting our engagement with regulators and industry to shape changes to regulation and manage compliance matters.  The role will suit a regulatory adviser with experienced technical skills who is able to think strategically, communicate clearly and lead constructive and effective engagement with senior internal and external stakeholders.

Key responsibilities

As a Regulatory Senior Specialist, you will deliver against the following responsibilities:

  • Collaborate with relevant peers and experts in Telstra to prepare high quality regulatory advice which is influential in supporting Telstra to achieve its business objectives in a compliant manner.
  • Lead the development and delivery of high quality written submissions and other representations to effectively influence the external regulatory environment.
  • Proactively identify and take ownership of strategic opportunities and risks, including escalating issues and providing support to the business to manage issue resolution.
  • Develop and maintain highly effective working relationships with internal and external stakeholders including with relevant stakeholders in the ACMA, ACCC, Federal Government and industry associations such as Communications Alliance and the Australian Mobile Telecommunications Association.
  • Ongoing professional development of breadth and depth of capability including keeping up to date on developments in the telecommunications business environment and associated regulatory and policy frameworks.

About you

To be successful in the role, you'll bring skills and experience in:

  • Qualifications: Tertiary qualification in Engineering
  • Capability:
    • Technical experience and knowledge of current telecommunications networks
    • Experience working in a telecommunications business environment
    • Ability to write in plain English and advocate skillfully (note that we may ask preferred candidates to complete a written exercise to test these skills)
    • Ability to engage with and influence senior stakeholders and explain complex issues clearly and concisely
    • Adaptable and flexible mindset
    • Strong commercial acumen and exhibited ability to build strong business relationships 
    • Ability to manage projects autonomously and under pressure, as well as balancing and prioritising workload

It would also be highly desirable to have experience in one or more of the following areas:

  • Experience and expertise in advising on and shaping telecommunications regulation
  • Experience in managing complaints and investigations with telecommunications regulators
  • a further tertiary qualification in law, public policy, technology or other relevant discipline
  • advising on telecommunications regulation and/or
  • handling regulatory investigations
