The Trade Compliance Manager will have extensive knowledge of customs regulations, tariff classifications, and trade compliance. As a Trade Compliance Manager, you will ensure that all import and export activities comply with applicable laws and regulations. The Trade Compliance Manager will work closely with clients, government agencies, and other stakeholders to facilitate the smooth and efficient movement of goods across international borders. The role will involve preparing and submitting necessary documentation, resolving any issues during customs clearance, and providing expert advice on customs-related matters. The successful candidate will possess excellent communication and organizational skills, a strong understanding of international trade laws, and the ability to work under pressure in a fast-paced environment. The Trade Compliance Manager will collaborate with various agencies, including but not limited to the Canada Border Services Agency (CBSA), Customs and Border Protection (CBP). The Canadian Food Inspection Agency (CFIA), The Canadian Nuclear Safety Commission (CNSC), the Environment and Climate Change Canada (ECCC), The Fisheries and Oceans Canada (FOC), Global Affairs Canada (GAC), Natural Resources Canada (NR), Public Health Agency of Canada (PHAC), Transport Canada (TC).
Requirements
Key Responsibilities
Customs Clearance Management:
· Manage and coordinate the customs clearance process for imports and exports, ensuring timely and accurate submissions to customs authorities.
· Liaison with CBSA and CBP agents to resolve shipment issues or concerns.
· Stay updated on changes in customs regulations and tariffs to ensure compliance with local and international trade laws.
· Coordinate with freight forwarders and carriers to facilitate the movement of goods.
Compliance Oversight:
· Develop and implement compliance strategies to ensure adherence to all relevant import and export regulations.
· Conduct regular audits to assess compliance with customs laws and regulations and address discrepancies.
· Analyze customs data to identify trends, opportunities for improvement, and potential risks.
· Classify goods according to tariff coding systems.
· Ensure proper payment of duties, taxes, and fees.
Cross-Functional Collaboration:
· Collaborate with internal stakeholders such as procurement, logistics, and finance to streamline customs processes and resolve any issues.
· Guide teams on customs compliance matters and ensure awareness of regulation changes.
Documentation Management:
· Oversee the preparation and maintenance of accurate and complete customs documentation, including commercial invoices, packing lists, certificates of origin, etc.
· Ensure that all required documentation is submitted on time to avoid delays in customs clearance.
Risk Management:
· Identify and assess potential risks related to customs compliance and work proactively to mitigate these risks.
· Implement and monitor effective control measures to prevent and address compliance issues.
· Handle any disputes or discrepancies related to customs declarations.
Training and Development:
· Develop and deliver training programs to educate team members and relevant stakeholders on customs compliance best practices.
· Stay informed about industry trends and best practices to improve the customs clearance and compliance function continuously.
· Assist clients in understanding and complying with customs requirements
Related Work Experience
· 8-10 years of experience in customs compliance or international trade field with in-depth knowledge of international trade regulations, customs procedures, and import/export documentation requirements.
Formal Education or Equivalent
· Diploma/Degree in Business, Supply Chain Management, Logistics, International Trade, or a related field.
· Certified Customs Specialist (CCS)
· Certified Trade Compliance Specialist (CTCS)
· Licenced Customs Broker (preferred)
