Job description

Job Summary:

VA’s Electronic Health Record Modernization (EHRM) program is implementing a new Federal EHR system to improve healthcare delivery, patient care quality, and safety for Veterans. The system
consolidates health records from the Department of Defense, U.S. Coast Guard, and other federal partners, enhancing interoperability and standardization. This effort supports over 275,000 Veterans
across six VA medical centers and 25 clinics.


The Risk Management Application (RMA) plays a critical role in this initiative, supporting data analytics, governance alignment, and user feedback mechanisms to improve decision-making capabilities. Aptive HTG seeks an RMA Lead to lead the development and support a small team in advancing these efforts for the Veterans Health Administration (VHA).

 

The RMA Lead will lead the RMA development and support team while actively contributing as a hands- on developer. This role requires expertise in PowerApps, PowerBI, and PowerAutomate, with the ability to design, develop, and optimize RMA solutions. The Lead will oversee the team’s work while directly executing development tasks, troubleshooting complex issues, and driving continuous improvements.


RMA Lead will be responsible for three core areas:


1. Customer Support & Issue Resolution – Providing direct assistance to users experiencing issues, such as trouble entering an issue or navigating the application.


2. Application Development & Enhancement – Leveraging Power Apps expertise to develop, improve, and maintain the RMA system, ensuring functionality aligns with user and organizational needs.


3. Reporting & Analytics – Managing and optimizing data visualization and reporting tools, including Power BI, to support data-driven decision-making.

 

Beyond technical execution, the Lead will mentor developers, collaborate with stakeholders, and ensure
RMA capabilities align with business objectives and compliance standards. This position requires a blend of leadership and hands-on development to maintain efficiency, quality, and strategic alignment.

Primary Responsibilities:

• Actively contribute as a hands-on developer, designing, building, and optimizing solutions using Power Apps, Power Automate, and Power BI.
• Lead and mentor the RMA development and support team, ensuring alignment with organizational goals while driving individual and team performance.
• Facilitate user feedback mechanisms to enhance RMA usability and functionality, gathering insights to inform future platform updates and improvements.
• Lead the migration of the RMA from SharePoint to the VHA SQL server, ensuring a smooth and efficient transition.
• Oversee the tracking, reporting, and closure of issues, including user-reported problems such as trouble entering issues or navigating the application.
• Develop and maintain real-time dashboards, reporting frameworks, and analytical products to support data-driven decision-making.
• Manage list management processes to ensure accurate and up-to-date data critical to operational success.

Create and maintain process documentation in collaboration with the team, ensuring compliance with governance standards and accessibility for stakeholders.
Collaborate with cross-functional teams and stakeholders, including government leads and VHA representatives, to ensure solutions meet healthcare-specific needs and align with the
organization's strategic objectives.
Apply SAFe Agile practices to facilitate sprint processes, including planning, retrospectives, and progress tracking using tools like JIRA.
Drive process improvement initiatives to enhance team efficiency, productivity, and quality of deliverables.
Maintain focus on user-centric solutions, supporting customer service needs by troubleshooting issues and providing timely resolutions.
Monitor application performance, to ensure consistent operation and optimize usability and efficiency.

Minimum Qualifications:

• Bachelor’s degree in computer science, information systems, or a related field; Master’s degree preferred.
• Minimum of 5 years of hands-on experience in application development, including designing, building, and optimizing solutions using Power Apps, Power Platform, and SharePoint.
• Demonstrated programming and development expertise, with the ability to write, troubleshoot, and enhance applications, workflows, and automation.
• Strong understanding of governance, risk management, and data analytics, particularly in the context of application development and system security.
• Experience working with healthcare data or within the Veterans Health Administration (VHA) environment.
• Proficiency in PowerApps, PowerAutomate, and PowerBI, with experience developing low- code/no-code business applications and dashboards.
• Ability to balance leadership with execution, actively contributing to development while mentoring and overseeing a team.
• Exceptional problem-solving and communication skills, with the ability to collaborate across technical and non-technical teams.
• Experience managing multiple priorities in a fast-paced environment, ensuring high-quality deliverables while continuously improving system performance and usability.
Technical knowledge/skills:
• Advanced proficiency in Power Apps, Power Automate, and Power BI, with hands-on experience developing, optimizing, and troubleshooting applications and workflows.
• Strong programming and development skills, with the ability to design, build, and enhance solutions using Power Platform and related Microsoft technologies.
• Experience with relational databases (SQL, Dataverse, SharePoint Lists) for data storage, retrieval, and integration within applications.
• Experience configuring and leveraging Power Apps standard connectors to integrate data from commonly used platforms like SharePoint, Dataverse, and Excel.
• Version control and development tools experience like Jira to manage application updates, deployments, and collaboration.
• Understanding of governance, security, and compliance best practices for application development, ensuring adherence to organizational and regulatory standards.

Ability to troubleshoot and optimize performance across applications, workflows, and dashboards to improve usability and efficiency.

Desired Qualifications:

Knowledge of Federal EHR systems or similar platforms.
Familiarity with SAFe Agile methodologies, including sprint planning, retrospectives, and
iterative delivery.
Experience working with healthcare data or within the Veterans Health Administration (VHA)
environment.
Proven ability to collaborate with diverse teams and stakeholders, including technical and non-
technical personnel.
Understanding of data governance and compliance requirements within Federal or healthcare
systems
