A key strategic objective of Cigna is driving affordability for clients and customers. We are seeking a dynamic and creative healthcare professional to reinvent our utilization management strategy and affordability programs.
The Senior Program Manager (Business Architect) will work with business leads to clarify their strategic intent, create business cases, define capability needs, clarify the operating model, and mobilize execution. Incumbent must have health care industry knowledge, possessing an understanding of medical and pharmacy cost drivers, and health care operations spanning the customer, provider, and payer. In addition, the Incumbent will work with the Solutions organization to clarify the Go to Market strategy, including product pricing, packaging, and market communications. This role will translate strategy into execution, defining the solution to a level of granularity to enable IT teams to architect the solution, and operational teams to manage change to impacted stakeholders.
RESPONSIBILITIES:
Partner with business leads to clarify the strategic intent, scope, approach, product strategy, risks, and benefit levers for the project.
Clarify the operating model specifying which business function will perform each component of the solution.
Understand existing capabilities that will be utilized and gather any new capability requirements to specify the high-level business needs.
Facilitate discussion with matrix Partner to estimate implementation costs and identify operational impacts.
Clarify the Go-To Market strategy for the solution, including pricing, performance guarantees, client elections, marketing and client reporting needs, and go to market timing.
Facilitate leadership decisions to rank new opportunities against an existing prioritized backlog.
Mobilize execution phase by educating delivery team on strategic intent, scope, capability needs, and operating model.
Stay engaged in execution to ensure strategic intent is achieved; assist in facilitating decisions and resolving key issues/risks.
Monitor timeliness of execution and value realization along the targeted benefits schedule.
Demonstrated Knowledge & Technical Skills:
Strong business acumen, with ability to apply health care industry knowledge to identify opportunities and resolve problems.
Ability to groom an opportunity from high-level concept to well-defined solution ready for implementation.
Experience implementing clinical programs (utilization management, level of care, site of care).
Strong decision facilitation skills, able to define options and their implications, and broadly socialize recommendations.
Able to document high-level value chain/process to identify major business functions impacted.
Able to perform current state process discovery and pain points/root causes analysis.
Design future state processes to deliver novel solutions and resolve operational pain points.
Leverage emerging technologies to identify opportunities to influence solutioning.
Experience with process modeling tools like IBM Blueworks Live, MS Visio, etc.

QUALIFICATIONS and COMPETENCIES:
Bachelor’s Degree required, Master’s degree preferred (e.g., MBA, MHA, MPH).
8+ years of work experience as a Business Analyst, Business Architect or Program Manager, required.
Healthcare Insurance experience, preferred.
Agile/Project Management certified (i.e., PMI, CSM, SAFe) or six sigma preferred.
Strong business acumen, with proven ability to leverage knowledge base to quickly come up to speed in new business areas and new types of projects.
Ability to deal with ambiguity, embrace change and help others see the opportunity.
Comfortable with raising questions, issues, ideas or suggestions to co-workers at all levels across all organizations.
Excellent communication skills - verbal and written, along with excellent presentation skills.
Working knowledge of all Microsoft Office tools.
Some travel may be required (10%).

For this position, we anticipate offering an annual salary of 113,600 - 189,300 USD / yearly, depending on relevant factors, including experience and geographic location.
This role is also anticipated to be eligible to participate in an annual bonus plan.
