Job description

We are currently looking for a client-focused Program Manager with excellent leadership and communication skills to join our team.

Precise is seeking a dynamic and experienced Program Manager to lead our FedCiv IT initiatives. This role is pivotal in driving the success of large-scale, complex programs by providing strategic leadership, technical expertise, and fostering collaboration across multidisciplinary teams. The PM will serve as a primary liaison between business stakeholders and technical teams, ensuring alignment with program objectives, standards, and deadlines. As a seasoned leader, the PM will play a crucial role in shaping program strategies, driving innovation, and ensuring exceptional program delivery.

This is a full-time remote position in Rockville, MD.

Qualified candidate must be a USC/GC or EAD and have or can attain a Public Trust Level clearance from DOL and have ability to commute to client-site meetings.

DUTIES AND RESPONSIBILITIES

  • Oversee all aspects of the project, leading a team on large projects or a significant segment of large and complex projects
  • Analyze new and complex project-related problems and create innovative solutions that normally involve the schedule, technology, methodology, tools, solution components, and financial management of the project
  • Provide applications systems analysis and long and short-range plans for application selection, systems development, systems maintenance, and production activities for necessary support resources.
  • Experience with enterprise-level systems in a FedRAMP-compliant cloud hosting environment.
  • Serves as liaison between clients, internal technical leads and partners in aspects of program/projects. 
  • Prepares and leads client status reports, executive reports, overall program/project timelines, and risk mitigation management.
  • Ensures the execution of the Program’s Quality Management and Assurance Program for all products and services.
  • Assists in proposal process and coordinates with Pricing Department when required.
  • Exercise financial oversight, resource management, and staffing to ensure program/project requirements are fulfilled within budgetary constraints.
  • Responsible for developing position descriptions for Recruiting, as well as interviewing and hiring staff.

 

REQUIRED SKILLS

  • Active Project Management Professional certification (e.g., Project Management Professional (PMP), Agile Certified Practitioner (ACP), Certified Scrum Master (CSM), or comparable)
  • Bachelor's Degree in Computer Science/Engineering or MBA with a Bachelor’s degree in technical field or Master’s Degree in Electrical/Computer Engineering
  • At least 8 years of current management experience or an equivalent combination of technical education and experience.
  • Proven ability to build and maintain lasting customer relationships.
  • Demonstrated experience with program/project software development from inception to deployment.
  • Preferred knowledge or experience with SharePoint, Drupal, Appian, Java Script, SQL, HTML and DBMS’s.
  • Preferred experience at federal agencies such as DOL, Commerce and/or NOAA.
  • Demonstrated technical management and development leadership experience.
  • Proven skill in managing program/projects for various management methodologies.
  • Experience in cost and risk management.
  • Attention to detail and excellent communication.
