Housing Specialist - CDD (Remote w/in IA)

This position will establish partnerships with state and local housing authorities, housing contractors, and community organizations to identify housing options that meet accessibility standards and ensure sustainable housing opportunities for individuals transitioning out of institutional settings. This position will also work directly with individuals with disabilities enrolled in the Money Follows the Person (MFP) program to assist with locating housing, applying for rent and/or utility assistance, coordinating home modification projects, and providing ongoing support to address any challenges they may face in maintaining independent living arrangements. The Housing Specialist will also conduct outreach activities to educate landlords and other housing community stakeholders about the needs of the individuals who participate in the MFP program and work to overcome barriers to meeting their housing needs. The Housing Specialist will travel extensively throughout the state, including overnight travel as needed to meet the responsibilities of the role. A fleet vehicle will be provided. This position is fully remote and requires the ability to maintain a home office with high-speed internet.

This is a specified term position through 3/31/2025 with strong likelihood of renewed funding.

This position is eligible for remote work within Iowa and will require a work arrangement form to be completed upon the start of your employment. Per policy, work arrangements will be reviewed annually, and must comply with the remote work program and related policies and employee travel policy when working at a remote location

• Partner with Iowa Health and Human Services (Iowa HHS) and state and local housing authorities to facilitate housing opportunities for individuals in the MFP program.
• Interpret and navigate state, federal, and community development programs and services to optimize support for MFP participants.
• Serve as a liaison, collaborating with landlords, rental agencies, community organizations, service agencies, and charitable groups to communicate the needs of individuals in the MFP program.
• Provide technical guidance on housing programs that support individuals in the MFP program.
• Share expertise on federal, state, and local housing initiatives through public speaking, training sessions, and technical assistance.
• Advocate for housing policies that support individuals in the MFP program through educational outreach.
• Leverage person-centered practices to identify housing preferences and options for individuals in the MFP program.
• Serve as a referral source for Iowa’s Home and Community-Based Services Rent and Subsidy Program.
• Collaborate with Transition Specialists and interdisciplinary teams to align housing options with individual goals and preferences for participants in the MFP program.
• Provide guidance on eligibility requirements, application processes, and benefits of housing assistance programs to individuals, families, and teams.
• Assist the Program Manager with hiring decisions for MFP staff, including participating in interview and selection processes.
• Support the Program Manager in training new team members on their roles and responsibilities within the MFP program.
• Foster a collaborative and respectful environment within multidisciplinary teams to enhance program outcomes and teamwork.
• Prepare reports and analyze financial data to assess program efficiency, market trends, and recommend funding adjustments to meet program participants’ needs.
• Monitor financial eligibility criteria and assist individuals in the MFP program with navigating rent, subsidy, and utility assistance programs.
• Identify and secure affordable and accessible housing options for individuals in the MFP program by:
• Coordinating environmental home modifications,
• Collaboratively arranging housing viewings, and
• Facilitating the completion of housing applications.

Required Qualifications

• A Bachelor’s degree or an equivalent combination of education and experience.
• Minimum 1 year of relevant experience is required
• Exceptional organizational skills, with the ability to manage multiple tasks, set priorities, and meet deadlines.
• Proficiency in MS Office applications, including Word, Excel, and Outlook.
• Strong written and verbal communication skills, with demonstrated positive interpersonal skills and ability to work collaboratively as a team member.
