I am Caroline Touchstone, Poland Programs Director and Polska Managing Director. What You Will Do

Raytheon is seeking an Associate Director, Poland Offset and Polska Program Manager to join the Raytheon Polska and Poland Program team. This program manager will report directly to the Poland Programs Director and will be responsible for management of day-to-day execution of Polish offset and Polska programs contracted activities across Phase 1 and Phase 2 of the Wisla Program. This includes direct responsibility for Global Patriot and  LTAMDS offset scope as well as owning Polska industrial participation scope related to the same contracts – requiring multiple reporting and network channels both internally and externally. This role requires management of major activities in accordance with contractual requirements within planned budget and schedule. You will maintain and strengthen our Polish offset customer relationship while also leading strong communication and reporting channels throughout the Global Patriot and LTAMDS organizations, owning the EAC for the offset content as well as leading the Polska EACs for in-country work. Effective leadership, coordination in a complex environment, seamless communication and understanding of international cultural differences will be critical to success.

This is up to a 3 year international assignment located in Warsaw, Poland.

You will serve as a key leader for successful execution of the Wisla offset programs, setting the direction for execution of contracts and delivery of AOP commitments to the organization as well as leveraging your Polish offset knowledge for the benefit of other potential growth and future Raytheon programs in Poland. You will also have the responsibility to indirectly manage functional teams to ensure flawless execution while meeting all contract deliverables.

In the event that new offset requirements are defined for future programs by the Polish government, you will lead the capture of those offset programs – managing the offset team and support in CONUS to shape and define the offset requirements, developing costs to execute, leading the proposal through appropriate gate reviews, and negotiating with the Polish MOND and Offsetees to agree and sign the different offset agreements.

Responsibilities to Anticipate:

  • Accountable for meeting contractual commitments including financial, technical, and schedule performance of programs within the Poland offset and Polska programs
  • Cultivate relationships with Polish government customer and industry partners to ensure smooth execution of existing contract scope and to benefit the capture of new strategic contracts
  • Lead cross-functional organizations (Integrated Program Teams/Cross Product Teams) such as contracts, finance, supply chain, operations, quality, etc. to capture new offset programs and to ensure flawless execution of contracted offset and Polska activities
  • Lead the development of yearly financial targets for the assigned scope within the portfolio; accountable for meeting EAC, AOP, and other financial targets established by the business
  • Accountable for the execution of Program Management Plans and Program Directives consistent with program requirements and company policies
  • Oversee offset and Polska proposal activities and applicable program management office gate reviews
  • Significant interface with acquisition organizations with a comprehensive understanding of both Polish and USG Acquisition organization and strategies to help shape requirements and accelerate contract award for new scope
  • Collaborate with Poland Programs Director and Polska Managing Director to develop growth strategies focused on creating execution synergy between the CONUS and Polska teams
  • Lead internal reviews and executive briefings pertaining to offset to include, Gate, Color Teams & Strategy Reviews, contract negotiation/definitization & start-up efforts
  • Ability to travel on average 20% of the time

Qualifications You Must Have

  • Bachelor’s degree preferably in business management and/or technical degree
  • Minimum of 12 years of relevant experience or an advanced degree with a minimum of 10 years of relevant experience
  • Experience in international Capture/Program Management and/or functional experience leading teams and managing cost, schedule and technical performance
  • Experience with US DoD acquisition process; proposal or contract negotiation experience on major complex captures
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer

  • Patriot program experience either within program or functional office, product knowledge to enable advocacy for RTX during customer interactions
  • Working knowledge of Foreign Military Sales (FMS) contracting processes  
  • Program Management Certification level 4 or higher and EVMS level 2
  • Prior experience with navigating a wide array of complex cultural norms, business practices and customer decision making processes and industry workshare/offset and localization policies
  • Experience capturing or managing domestic and/or international development programs
  • Demonstrated ability to advise and influence functional leaders, business development, global supply chain and internal program leaders to secure the necessary support for program strategy
  • Extensive experience successfully managing programs in a matrix environment
  • Prior experience supporting development, production, and/or sustainment programs, preferably in the aerospace and defense industry
  • Working knowledge of USG and RTX contract formation, execution, and management
  • Proficiency with the Raytheon Program Management tool suite
  • Demonstrated ability to lead diverse teams in a collaborative, multiple geographic locations
  • Strong knowledge and understanding of the ITAR and the FCPA
  • An active and in-scope Secret US security clearance
  • Display strong communication, ability to influence, and presentation skills, and confidently interact with both internal and external stakeholders at all levels of leadership

The salary range for this role is 147,000 USD - 295,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
