The National Multi-State Payroll Specialist is responsible for managing and processing payroll operations across multiple states for a Program of All-Inclusive Care for the Elderly (PACE) healthcare organization. This role ensures compliance with federal, state, and local regulations, accuracy in payroll processing, and seamless collaboration with internal teams and external vendors.
Key Responsibilities:
- Payroll Processing:
- Accurately process bi-weekly or monthly payroll for employees across multiple states, ensuring compliance with all relevant labor laws.
- Handle special payroll scenarios, such as bonuses, overtime, garnishments, and tax adjustments.
- Verify and input employee timekeeping data from time clocks or timekeeping systems.
- Process off-cycle payroll runs, including terminations, retroactive payments, or corrections.
- Prepare and process year-end payroll reports, including W-2s, 1099s, and other required tax forms.
- Review and verify the accuracy of all year-end data, including employee earnings, deductions, and taxes.
- Conduct year-end reconciliations for payroll taxes to ensure all filings match reported amounts.
- Manage year-end adjustments, such as bonuses, deferred compensation, or corrections to previous payroll errors.
- Submit annual tax filings to federal, state, and local agencies.
- Coordinate with external auditors or vendors for year-end compliance audits or system reviews.
- Compliance and Reporting:
- Stay updated on federal, state, and local payroll regulations to ensure compliance.
- Prepare and file payroll tax returns and reports, including W-2s, 1099s, and quarterly filings.
- Ensure compliance with PACE-specific payroll requirements and regulations.
3. System Management:
- Maintain and optimize the payroll system to ensure efficiency and accuracy.
- Work with HRIS and timekeeping systems to integrate and verify data.
- Troubleshoot payroll system issues and liaise with vendors for resolution.
- Auditing and Reconciliation:
- Perform regular audits of payroll data to ensure accuracy and resolve discrepancies.
- Reconcile payroll accounts and coordinate with the finance team for month-end and year-end reporting.
- Employee Support:
- Serve as the primary point of contact for payroll-related inquiries from employees, ensuring a high level of customer service.
- Educate employees on payroll policies, procedures, and systems.
- Benefits Administration (Light Duties):
- Assist with benefits enrollment, changes, and deductions in coordination with payroll processing.
- Support benefit audits to ensure proper deductions and credits are applied.
- Provide general guidance to employees on benefits-related questions and direct them to appropriate resources when needed.
- Collaboration and Process Improvement:
- Collaborate with HR, Finance, and other departments to streamline payroll and benefits processes.
- Proactively identify and implement process improvements to enhance payroll efficiency and accuracy.
Qualifications:
- Experience: Minimum of 5 years of payroll experience, including multi-state payroll management, preferably within the healthcare or PACE sector. Light experience with benefits administration is a strong plus.
- Education: Bachelor’s degree in Accounting, Finance, Business Administration, or a related field preferred; CPP (Certified Payroll Professional) certification is a plus.
- Technical Skills:
- Proficiency in payroll systems (e.g., ADP, Paylocity, or similar platforms).
- Strong knowledge of Excel and other data management tools.
- Regulatory Knowledge: Familiarity with federal, state, and local payroll regulations, including wage laws, tax filings, and compliance standards for multi-state operations.
- Soft Skills:
- Excellent communication and problem-solving skills.
- High attention to detail and ability to meet deadlines in a fast-paced environment.
- Strong organizational and analytical abilities.
