Program Background
EduKAiT is the main platform for the Australian Government’s support to the Kiribati Education sector, specifically the Government of Kiribati and Ministry of Education (MoE), as it implements its Education Sector Strategic Plan (ESSP 2024-27).
The program will be implemented in two five-year phases over 10 years. Phase 1 includes an emphasis on Literacy and Language for School Years 1-3, and gender and increased English proficiency for School Years 7–9 and addressing the high Year 9 dropout rate for boys.

The Role
Position Summary and Responsibilities
Public Financial Management Assessment.
- With MoE, prepare a prioritised and sequenced workplan to support efforts to address areas of concern including staff capacity strengthening identified in the PFM assessment with a view to redressing issues and allow for direct financing to commence for the second phase of EduKAiT in 2028.
- Support development, execution, implementation, monitoring and reporting of any Direct Financing Agreements between the governments of Australia and Kiribati in the education sector.
- Work with the MoE and EduKAiT MEL teams to establish a MEL plan to support all aspects of the PFM including the workplan and staff capacity development.
Support to Ministry Budgeting and Reporting
- Work with the MoE Executive to align the Ministry’s budgets with the ESSP 2024-2027.
- Provide advice to Department Heads in the development of their budgeted activity and Divisional Operating Plans.
- Support the Ministry in identifying and aligning its development partner funds.
- Support the Deputy Secretary and the Senior Accountant in utilising the IFMIS for Ministry reporting and analysis.
Support to Ministry Systems and Processes
- Work with the MoE to establish a process for crucially examining PFM proposals and recommendations for conditional or full support.
- Support the continued integration of the IFMIS into MoE procedures and management activities.
- Support the continued population and development of the Asset Register
- Support MoE with emerging financial management needs
Mentoring and Training of Ministry Finance Staff
- Provide guidance to the MoE Deputy Secretary Administration and Accounting Unit Staff in use of the IFMIS.
About You
Selection Criteria
Qualifications
- A higher degree in a relevant economics or finance field is essential.
- A relevant post-graduate qualification in finance or management is desirable.
- Experience in a senior financial management or operations role is essential.
Experience
- Experience in finance and management, forecasting and identifying financial trends and issues.
- Extensive experience of delivering high level advice about budget estimates, aligning expenditure reporting to specific activities, while developing easy to use reporting tools is essential.
- Experience in working with small Ministries and accommodating their unique financial management and operational needs through staff skills development, training and mentoring is essential.
- Experience developing and supporting execution, implementation, monitoring and reporting of Direct Financing Agreements between DFAT and partner governments.
- Demonstrated experience in high quality, succinct summaries and reports.
- Demonstrated experience working in teams, mentoring and coaching professional colleagues from different social cultural backgrounds and working within Codes of Practice.
- Understanding and experience in the Pacific educational context and working in environments where English is the second language.
