Summary of Job Duties:
The ACHI Technical Business Analyst supports processes required to maintain the Arkansas Center for Health Improvement analytic databases, infrastructure, and contributing data systems.

This individual is responsible for advanced data quality and data processing (data submission receipt, data validation, data load, data fulfillment) issue resolution, leading forensic data quality and process exploration to support data solution design, identify process improvements, and support cross team project development.

Qualifications:

Minimum Requirements:

  • High School Diploma plus 9 years of database management experience to include computer programming experience and/or technical business analyst experience OR Bachelor's Degree computer science, Management Information Systems or related field plus 5 years of database management experience to include computer programming experience and/or technical business analyst experience
  • Proficient computer skills in programs including, but not limited to: Word, Excel, PowerPoint, Access, SQL Server, Visio, and Microsoft Project. Must have experience in one the following: C ++, C#, Visual Studio, Crystal Reports, PHP, ASP, Java, J2EE, PHP. 


Preferred Requirements:

  • Bachelor’s degree in computer science, Management Information Systems or related field.
  • 5 years of database management experience to include computer programming experience and/or technical business analyst experience with health insurance data.

The ideal candidate will possess:

  • Ability to work well independently and in a team environment
  • Ability to collect and organize information from multiple sources
  • Ability to communicate information by creating presentations and/or writing products for dissemination in conjunction with other team members
  • Good interpersonal and communication skills
  • Experience in building collaborations and working with individuals from multiple types of organizations (e.g., academic, government agencies, private businesses, non-profit agencies)
  • Skills to manage and prioritize multiple tasks/projects
  • Ability to work efficiently and meet deadlines

This individual will possess expertise in health insurance claims data, automated data intake processes, software development life cycle practices to ensure accurate and timely processing management and support.  This individual will provide process level subject matter expertise for existing data projects and technology solutions including expertise in data processes and data relationships to support data and analytic solutions.
