This position is a fully remote position and will be expected to travel within the State of Colorado/designated region.
**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our Denver office, on the first day of employment.**
The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.
The Division of Universal Preschool is responsible for the successful launch of UPK, which also includes rate setting and evaluation. This Division will support Local Coordinating Organizations as those entities stand-up UPK in their local communities. The team will also develop quality standards and an evaluation process for measuring the effectiveness of the program in year one and beyond
Description Of Job
What you’ll be doing.
This position reports to the LCO Unit Manager in the UPK Program Division and will serve as a regional specialist for LCOs within the defined region. This position is responsible for oversight of and support for specific LCOs within the region and will provide assistance to the LCOs in the delivery of their work. This position works with the LCO Unit Manager to ensure the effective delivery of universal preschool services within the LCO communities assigned to the position.This position will support the Southeast Region; counties include: El Paso County, Teller County, Park County, Huerfano County, Las Animas County, Custer County, Pueblo County, Crowley County, Otero County, Bent County, Prowers County, Baca County, Fremont County This position is responsible for identifying problems and developing action plans to correct issues identified. The position answers questions and provides information, and/or advises LCOs on technical issues or matters. This position plans and organizes critical project meetings, compiles data and prepares management reports that influence decision-making related to the implementation of universal preschool.
Additional Duties Include But Are Not Limited To
- Develops and maintains collaborative relationships with assigned Local Coordinating Organizations (LCOs).
- Represents the Division of Universal Preschool when working with LCO partners.
- Initiates and manages LCO outreach to support engagement, and expanded community partnerships.
- Resolves any challenges that arise throughout the planning, implementation, and operations of assigned LCOs.
- Provides technical assistance to LCOs to resolve issues, interpret policy, program eligibility, technology functionality, and other areas of need.
- Coordinates professional learning, training, communication and engagement activities for assigned LCOs.
- Collaborates with other LCO Regional Specialists and the Universal Preschool Program team to ensure the successful delivery of the universal preschool program.
- Oversee operations of assigned LCOs.
- Establish a structure for regular communication with assigned LCOs, including a cadence for regular meetings.
- Monitors finance operations of the LCO relative to funding provided by the State, including but not limited to budgeting, invoice approval, and underspent funds revisions.

Education & Experience Combined
Bachelor’s Degree from an accredited institution in early childhood education, education, business or public administration, human services, or a closely-related field;
And,
Two years of professional experience in an occupational field related to child care program management .
Experience Only
Six years of professional experience in an occupational field related to child care program management.
Substitutions
Additional related experience may substitute for the education on a year-for-year basis. Additional appropriate education in a related field may substitute for the experience requirement on a year-for-year basis.

- State experience relevant to this position
- Professional experience with budget development, performance monitoring and management, and financial reporting
- Early Childhood Experience - Familiarity with the Department of Early Childhood, early childhood programs, and/or early childhood education, especially direct experience as a family child care home provider or supporting family child care home providers
- Excellent communication skills; exceptional customer support with high expectations
- Ability to communicate effectively with employers, state agency partners, education and workforce development partners, and other stakeholders through various written and digital tools
- Significant expertise in early childhood systems and management.

- Demonstrated community planning

- Residency in the Southeastern region of Colorado
- Ability to work effectively with various key stakeholders, speak and write authoritatively and compellingly, resolve communication problems, and manage competing interests.
- Ability to create change management tools such as communication plans, sponsor roadmaps, coaching/training plans, etc., to effectively manage change.
- Excellent interpersonal, verbal, and written communication and public speaking skills.
- Ability to work in a fast-paced, collaborative, team-oriented, often virtual work environment.
- Bilingual English/Spanish
Definition Of Professional Experience

CONDITIONS OF EMPLOYMENT
- Applicants must pass a background check prior to employment.

- the incumbent may be required to travel regularly; approximately 15-30% of time to meet with various LCOs. Must have reliable transportation.

Comparative Analysis Process
The comparative analysis process will consist primarily of a review of applications against the minimum and preferred qualifications of this position.
