As we continue to grow in the support of our government customers, we are looking for driven and innovative individuals to join our team.
IT Concepts seeks an experienced Business Analyst to support IT initiatives in the Veterans Health Information Exchange, Exchange Partner Management (EPM) team. The EPM team is the main point of contact when interfacing with partner stakeholders within VA Exchange, including participating external providers, health information exchanges, and networks, to sustain and improve query-based VA health information exchange. This role includes acting as an advocate for internal and external stakeholders, working with technical subject matter experts to troubleshoot health information exchange system issues, non-VA provider education and communication, proactive monitoring and analysis of partner statistics, handling and interpreting non-VA provider complaints and problems to improve the overall experience with query-based health information exchange. Non-VA providers (partners) are external healthcare organizations/providers who seek to participate in query-based health information exchange of Veteran health data over the VA/DoD joint HIE System by leveraging health information exchange networks such as eHealth Exchange, CommonWell Health Alliance, Carequality, and any other vehicles VA utilizes to electronically exchange health information.
Program Overview:
VHIE products are used by healthcare providers to seamlessly and securely access the information they need to coordinate Veteran Patient care. Electronic health information exchanges (HIEs) connect health care providers, care facilities, pharmacies, and labs to ensure care teams have the most up-to-date and accurate information to better treat patients. VHIE’s secure exchange system eliminates the need to mail paper medical records or carry your paper records to appointments with federal health care providers and/or participating external providers. VHIE’s Exchange Partner Management team supports external, non-VA providers, giving healthcare to our Veterans and their families.

- Identify, track, and manage risks and issues

- Facilitate reviews, capture feedback, and provide inputs to various project developments and adjudications
- Develop relationships and work collaboratively with other VHIE work areas/stakeholders
- Collaborate and participate in meetings with other VHIE section members
- Work with other VHIE sections to recommend and implement improvements to processes related to partner query-based exchange, including relevant user acceptance testing as needed
- Provide regular status reporting to include current state, risks, and issues, and proposed response plans
- Produce partner metrics, presentations, or other analyses as needed
- Ensure deliverables are maintained and delivered with completeness and accuracy, per the deliverable calendar and quality standards

- Ability to identify and troubleshoot electronic health record issues
- Provide functional analytic support with the knowledge and expertise to identify, document, and manage functional and technical requirements associated with VHIE products and new initiatives
- Ability to identify and assess areas of potential risk and provide recommendations to change processes and/or offer other solutions for mitigation
- Provide inputs to Functional Design Documents, presentations, and Implementation Guides, as appropriate
- Develop project artifacts and maintain them in SharePoint
- Ensure technical teams provided accurate documentation supporting implemented requirements or solutions (e.g., architecture artifacts, user stories, deployment, and post go live deployment plans)
- Review status and implementation reports produced by development teams for accuracy and completeness
- Engage actively with Oracle Health, Department of Defense (DoD), non-VA providers and/or VHIE Business teams to ensure requirements are captured, communicated, and implemented correctly
- Providing meeting support, including scheduling, facilitating, preparing agendas, capturing meeting minutes, and conducting follow-up on action items
- Gain strong working knowledge of VHIE products, Joint HIE, VHIE Portal, HIE Reporting tool and others as needed, to test system changes and document business processes
