Job description

Department Overview:

The Oregon Center for Children & Youth with Special Health Needs (OCCYSHN) at the Institute on Development and Disability (IDD) is Oregon's Title V public health agency for children and youth with special health care needs (CYSHCN). We administer Oregon’s Title V Maternal and Child Health Block Grant funds for CYSHCN and support the systems that serve CYSHCN and their families. 

 

Function/Duties of Position:

OCCYSHN’s System and Workforce Development (S&W) Unit collaborates with local public health authorities, local and regional health care, education, and developmental disabilities systems, as well as state-level partners, to ensure a well-integrated system of care for CYSHCN. 

 

The duties of the Systems and Workforce Development Manager is to support the mission, goals and objectives of OHSU, IDD and OCCYSHN as well as the Maternal Child Health Bureau Title V public health goals and objectives.

 

The Systems and Workforce Development Manager will serve in a leadership role as the manager of the systems and workforce unit within the OCCYSHN office. The individual will be the strategy and policy development lead for the Systems and Workforce (S&W) team. The Systems and Workforce Development Manager operates at the statewide policy level in support of Title V priorities for CYSHCN-- Medical home, Transition from Pediatric to Adult Care, and Culturally and Linguistically appropriate services.  The position requires high-level systems thinking and the ability to think critically and anticipate the downstream and upstream effects of policy. High attention to detail and ability to see the big picture required. Strong change management abilities are a must. The duties of this position are in support of the mission, goals and objectives of OHSU, IDD and OCCYSHN as well as MCHB Title V public health goals and objectives.   

Required Qualifications:
  • Master’s degree with major courses in public health or administration or related field AND 5 years of relevant experience with community-based systems of care for children and youth with special health needs OR Equivalent combination of Bachelor's with major courses in field of public health or public administration in conjunction with training and experience may be considered.
  • Requires demonstrated ability to develop and implement innovative programs or research agenda and may require significant experience in fundraising.
  • 5 years experience with community-based systems of care for children and youth with special health needs.
  • Job Related Knowledge, Skills and Abilities requirements. Knowledge of:
    • Oregon State, regional, county, and community-based systems of care serving children with special health needs.
    • Cross-systems collaboration and care coordination in the context of national and state health care reform
    • Challenges specific to CYSHCN and their families, including those residing in rural and frontier areas.
    • Practice implications of emerging policies related to CYSHCN.
    • Ability to engage in systems thinking for the identified population; strong collaboration, negotiation and advocacy skill; politically astute; Innovative and creative
    • Strong Public Health Program Management Skills
Preferred Qualifications:
  • MPH or MPA with five years or more of relevant experience
  • Five years or more of experience working in systems and policy development related to CYSHCN
  • Experience partnering across systems for health systems change and transformation
  • Experience using a health equity framework in project and program development or improvement
  • Experience working with non-dominant communities
  • Preferred job-related knowledge, skills and abilities. Knowledge of:
    • The role of Community Health Workers in Oregon
    • Health care systems
    • Cross-systems collaboration and care coordination in the context of national and state health care reform
    • Challenges specific to CYSHCN and their families, including those residing in rural and frontier areas.
  • The system of care for children in Oregon. Skills and abilities:
    • Applying health equity lens to projects
    • Grant writing
    • Program development
