Job description

Job Title: Programme Manager, GCP

Location: United Kingdom, remote with occasional travel

Rate: £700 p/d Inside IR35

We are currently looking for an GCP Programme Manager to join the team. This role will be remote with occasional travel for Stakeholder meetings.

Responsibilities include:

  • Lead and drive the strategy for the decommissioning of Cloud across the organization, ensuring alignment with business goals and regulatory requirements.
  • Develop a clear, actionable roadmap for the entire decommissioning process, from initial planning through to post-decommissioning support.
  • Establish a governance framework to ensure the successful execution of all program phases, including risk management, resource allocation, and timely delivery.
  • Oversee the assessment of current cloud-based applications, infrastructure, and services to identify those that require migration or decommissioning.
  • Work with technical teams to evaluate cloud-agnostic strategies and the portability of applications to alternative cloud platforms (e.g., Azure) or on-premises environments.
  • Define the scope and approach for transferring workloads and data out of GCP to the new target platform, ensuring minimal disruption to business operations.
  • Coordinate with internal teams, external vendors, and third-party consultants to manage the decommissioning process effectively.
  • Ensure vendor qualification and review processes are conducted to meet compliance, operational, and security standards.
  • Regularly engage with key stakeholders, including senior management, to provide updates, highlight risks, and ensure alignment with business objectives.
  • Ensure the decommissioning process adheres to relevant industry regulations (e.g., PRA, GDPR) and internal compliance standards.
  • Identify and mitigate potential risks related to cloud decommissioning, such as data loss, security gaps, or operational disruption.
  • Develop and implement risk mitigation strategies and create contingency plans for critical business functions.
  • Manage the program’s budget, ensuring cost-effective use of resources while achieving project milestones and timelines.
  • Lead and motivate cross-functional teams, ensuring collaboration across technical, security, and business domains to achieve program goals.
  • Facilitate communication between teams, resolving technical, operational, or business challenges to maintain program momentum.
  • Provide regular updates to senior leadership, highlighting progress, risks, and mitigation strategies.
  • Oversee the validation and testing of alternative platforms (e.g., Azure) and ensure disaster recovery and continuity plans are in place and tested.
  • Manage the smooth transition of systems and processes to operational teams, ensuring the post-decommissioning environment is stable and optimized for ongoing business needs.

Skills and experience

  • Proven experience managing decommissioning or large-scale migrations of cloud platforms, particularly Google Cloud Platform (GCP).
  • Deep understanding of cloud architecture, including multi-cloud and hybrid cloud strategies (e.g. GCP, Azure, on-premises).
  • Familiarity with code portability and application modernization for cloud-agnostic solutions.
  • Knowledge of disaster recovery planning, business continuity, and high-availability architectures.
  • Strong understanding of regulatory frameworks and requirements, particularly within financial services (e.g., PRA, FCA).
  • Experience working on projects with significant regulatory oversight, including compliance reporting and audits.
  • Experience managing dependencies across multiple teams, workstreams, and vendors.
  • Proven ability to lead vendor qualification, contract negotiation, and relationship management.
  • Strong communication skills to effectively engage with senior stakeholders, technical teams, and external regulators.
  • Skilled in identifying, assessing, and mitigating risks associated with decommissioning cloud platforms.
  • Experience with impact assessments for business operations and continuity planning.
  • Strong budget management skills, including forecasting, tracking, and cost optimization.
  • Experience managing resources, including internal teams and external consultants, to deliver program objectives.
  • Exceptional leadership and organizational skills to manage multiple priorities in a fast-paced environment.
  • Analytical mindset with the ability to solve complex problems and drive data-driven decisions.
  • Excellent verbal and written communication skills, with experience presenting to executive stakeholders.
