Global Ethics and Compliance, part of Raytheon's Legal, Contracts and Compliance organization is hiring a Compliance Manager, supporting ATF Compliance, which provides oversight over hardware and activities governed by the Bureau of Alcohol, Tobacco, Firearms, and Explosives.
The ATF Compliance Manager will join a team of compliance professionals who design, manage, and implement a world-class ATF compliance program. The ATF Compliance Manager will focus on the continual improvement and execution of Raytheon's ATF compliance program using leading practices, tools and processes. The Compliance Manager will support domestic business operations, including coordination and active engagement with contracts, operations, supply chain, and program management. The ATF Compliance Manager will also coordinate with key stakeholders within Raytheon Legal, RTX business units, external business partners, third parties, and the government regulators themselves.
This position currently is designated as remote. Employees who are working in remote roles will work primarily offsite (from home) but may be expected to travel to the site location as needed. The successful candidate for this role will be required to reside and work from one of the 50 U.S. states (excluding U.S. territories.)
What You Will Do
- Employ risk analysis expertise due diligence to asses and monitor Raytheon’s cross-functional processes related the acquisition and disposition of firearms and explosive material through reporting, assessments, and monitoring
- Conduct ATF compliance reconnaissance on Raytheon's firearms and explosive material transactions to identify and mitigate risks or "red flags
- Apply due diligence best practices related to the embedment of ATF regulatory requirements into the business, such as the development and management of ATF policies, procedures, guidance, training, and instructions; as well as the management of tools and automation initiatives
- Establish efficient and consistent processes to ensure compliance through the development, documentation, and continuous improvement of ATF processes
- Ensure timely and efficient due diligence documentation is properly maintained and dispositioned
- Be a focal point and subject matter expert providing clear guidance to employees and business partners on due diligence and relevant internal policies and procedures as a Federal Firearms License (FFL) and Federal Explosives License (FEL) Responsible Person (RP), for applicable Raytheon sites
- Be a compliance advocate within the enterprise and to external stakeholders
- Conduct audit and assessment activities, both internal and with regulators
- Travel up to 25% is required to maintain compliance across the US
Qualifications You Must Have
- Typically requires a university degree and minimum 8 years prior ATF compliance and/or international trade compliance experience, or an Advanced Degree in a related field and minimum 5 years relevant experience
- Experience with internal or external assessments or audits
- Experience in managing corrective actions
- Experience in jurisdiction and classification assessment (JCA) management
- The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Qualifications We Prefer
- Experience analyzing business risks under the laws and regulations of the National Firearms Act (NFA), Gun Contron Act (GCA), Safe Explosives Act (SEA), and the Part 447 of the Arms Export Control Act (AECA)
- Experience collecting, analyzing and reporting data
- Excellent judgment and the ability to convey reason and prudence in oral and written communications to influence stakeholders regarding policies and procedures
- Strong analytical, written and communication skills appropriate for effective risk identification, documentation and mitigation
- Ability to work inter-dependently across business areas to achieve program and organizational goals aligned with Raytheon's ATF compliance program

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
