Job Overview:

The initiative includes establishing a centralized Test Center of Excellence (TCOE) to oversee and standardize testing across multiple modular projects within a State Medicaid Modernization Program. The TCOE is tasked with defining how testing services are delivered across projects, supporting enterprise-level decision-making with data-driven insights, and coordinating testing efforts executed by module contractors. The Enterprise Architect will play a key role in designing and implementing the enterprise architecture strategy to support the MMIS modernization initiative. The successful candidate will ensure that architectural frameworks, testing solutions, and interoperability mechanisms align with the program's goals and standards. The role requires a strategic thinker who can collaborate across teams to promote modularity, integration, and consistent delivery of services.

Responsibilities:

  • Develop and maintain the architectural framework for MMIS modernization with a focus on modularity and interoperability
  • Provide strategic guidance and support for TCOE implementation and operations, ensuring alignment with Medicaid Enterprise System (MES) modernization goals
  • Collaborate with stakeholders to define the engagement model for testing services across projects
  • Oversee the standardization of testing practices and frameworks to be used by module contractors
  • Analyze data collected by the TCOE to support enterprise decision-making and provide actionable insights to program leadership
  • Ensure compliance with federal and state standards, including those defined by CMS, for Medicaid and CHIP systems
  • Coordinate with module contractors to monitor testing efforts and maintain alignment with the overall enterprise architecture
  • Identify risks and develop mitigation strategies related to system interoperability, modular integration, and enterprise testing activities
  • Promote continuous improvement and innovation in enterprise architecture and testing practices

Qualifications:

  • Bachelor’s degree in Computer Science, Information Systems, or a related field (Master’s preferred)
  • 5+ years of Enterprise Architecture experience, specifically on Medicaid Enterprise Systems (MES) projects
  • Proven experience in MMIS modernization projects, including expertise in modular and interoperable system design
  • Strong understanding of testing practices, including centralized Test Center of Excellence (TCOE) models
  • Familiarity with CMS standards and guidelines for Medicaid and CHIP systems
  • Excellent collaboration and communication skills to work with cross-functional teams and stakeholders
  • Proficiency in tools and frameworks for enterprise architecture and testing management
  • Strong analytical and problem-solving abilities to manage risks and resolve complex issues

Preferred:

  • Experience working on Medicaid modernization programs in a testing oversight or TCOE-related capacity
  • Certification in enterprise architecture frameworks (e.g., TOGAF, Zachman) is a plus
  • Knowledge of testing tools and methodologies such as Selenium, JIRA, or TestRail
  • Demonstrated ability to lead architectural discussions in large-scale public sector programs
