Summary

As a Human Resources Specialist at the GS-0201-12, you will be part of the Merit Systems Accountability and Compliance, Office of Personnel Management. If selected, you will serve as a classification appeal and claims adjudicator.

Duties

Contributes to adjudicating classification and job grading appeals to support accomplishment of the centralized classification appeals program. Conducts fact-finding required to adjudicate the appeal and prepares draft decisions for review. Participates in adjudicating Fair Labor Standards Act, compensation, and leave claims to support accomplishment of the centralized claims program workload. Reads and analyzes claim records and determines the need for additional information. Assesses through fact-finding the circumstances of Fair Labor Standards Act claims through interviews and research of statutes, regulations, and case precedents. Prepares draft claim and appeal decisions based on either the written record and/or findings. Alerts the program manager to the potential scope and impact of problems and provides input on recommended strategies for resolving them. Works collaboratively with other classification appeals adjudicators to share new, unique, or precedent-setting case information and ensure consistency in decisions.

Qualifications

For the GS-12 Grade Level: Do you have at least one year of specialized experience which is equivalent in difficulty and complexity to the GS-11 grade level in the Federal Service (obtained in either the private or public sector) which demonstrates the following activities: 1. Experience assessing classification appeals, classification principles and practices, laws, regulations, and policies to advise customers and management; AND; 2. Experience collaborating with other classification appeal adjudicators for consistency; AND; 3. Experience providing guidance and support or assistance to agency human resources staff on regulatory interpretation. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS12 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
