And our work depends on a Health Policy Advisor joining our team to remotely support the Centers for Medicare and Medicaid Services (CMS) Marketplace Assister Technical Support (MATS) Logical Follow-On (LFO) program, Independent Dispute and Resolution (IDR) workstream. Work visa sponsorship will not be provided for this role.
In 2021, GDIT’s MATS team supported the CMS Center for Consumer Information & Insurance Oversight (CCIIO) by implementing a federal IDR process under the Consolidated Appropriations Act of 2021 (CAA). The provisions of Title I (the No Surprises Act) and Title II (Transparency) of the CAA prohibit surprise/balance billing for emergency services and non-emergency services provided by out-of-network providers at in-network facilities and provide numerous patient protections, including the right to receive good faith cost estimates for services. Through Salesforce, the MATS team implemented and maintains the federal IDR process; collects data on user fees from individuals using the IDR process and passes the data to other CCIIO stakeholders; certifies Independent Dispute Resolution Entities (IDREs); and reports quarterly data on group health plans offering group or individual health insurance coverage.
At GDIT, people are our differentiator. As a Health Policy Advisor supporting MATS LFO, you will be trusted to help ensure CMS reaches its legislative mandates by transparently, efficiently, and accurately implementing NSA legislative changes. In this role, a typical day will include:
- Researching and tracking ongoing legislative and regulatory changes that affect in-person assisters and health care consumers with a high degree of organization and attention to detail.
- Advising leadership of potential challenges in implementation of policy.
- Researching and producing ad-hoc narrative reports, summaries, white papers, option papers, and/or presentations regarding legislative rules that impact program outcomes with minimal turn-around time and with a high level of accuracy.
- Analyzing and interpreting policy documentation, ensuring that requirements and specifications are designed and developed to adhere to policies.
- Collaborating with scrum teams in reviewing requirements, specifications, and support to ensure they are in line with policy objectives.
- Functioning as a policy analyst by reviewing, drafting, and producing rigorous, empirically-based requirements, procedures, and recommendations that have been thoroughly researched for a policy making audience.
- Serving as a resource expert for external customers, utilizing expertise to research and resolve issues in a timely manner.
- Reviewing documentation and/or assisting with writing and formatting project documentation, ensuring accuracy related to policy and that deliverables meet editorial and company standards for quality, graphics, format, and style.
- Assisting with the preparation of training materials and facilitating training for staff and customers.
- Understanding Section 508 compliance standards and applying principles to written documents to be posted to the web.

REQUIRED QUALIFICATIONS:
- Bachelor’s degree and at least 6+ years of relevant full-time work experience.
- 8+ years of health policy experience, preferably with experience developing and clearing written materials with a legal team.
- Advanced research skills and experience working with health care policy issues related to implementation of the Patient Protection and Affordable Care Act (PPACA), the Federally-facilitated Marketplace at HealthCare.gov, and preferably with Title I, the No Surprises Act (NSA) and Title II, Transparency of the Consolidated Appropriations Act of 2021 (CAA).
- Expert-level proficiency in formatting MS Word, MS PowerPoint, MS Excel, and Adobe PDF documents.
- Experience delivering presentations, facilitating health policy trainings, and/or public speaking.
- Candidate must be able to obtain Public Trust clearance.
- Candidate must have lived in the United States at least three (3) out of the last five (5) years.

The likely salary range for this position is $85,000 - $115,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
